Explorer St, Eveleigh NSW 2015
The NSW Government is rezoning the Explorer Street social housing estate to deliver new social, affordable and private housing.
The area proposed for redevelopment includes 46 social housing dwellings on Explorer Street, Station Place and Aurora Place that are owned and managed by Homes NSW. The site is about 2km south of Sydney CBD within the City of Sydney local government area.
In November 2020, Homes NSW initially consulted with the community on redevelopment options. There has been further public consultation on the proposed plans led by the Department of Planning, Housing and Infrastructure in collaboration with Homes NSW and the City of Sydney Council.
The rezoning will enable:
- the construction of up to 400 new homes. Up to 50% of these homes will be dedicated for social and affordable housing.
- the recognition of the Aboriginal cultural value of this area through the dedication of 20% of affordable homes to Aboriginal people.
- opportunity to improve pedestrian connections to surrounding streets.
Delivering infrastructure
The Voluntary Planning Agreement for the Explorer Street estate (Lots 53 and 53A Henderson Street, Eveleigh, NSW 2015) for infrastructure contributions is now open for public comment.
The Voluntary Planning Agreement is a legal arrangement between the City of Sydney and Homes NSW to ensure the delivery of the infrastructure and public amenities needed to support new homes.
Under the Agreement, Homes NSW will transfer to the City of Sydney the South Sydney Rotary Park, an existing public park of 6,880 square metres.
The Voluntary Planning Agreement will be open for public comment until 5pm on Monday 4 August 2025.
After feedback has been considered, the Agreement can be finalised. All future development will go through the development application process, including consultation with the community, before delivery can begin.

Social housing tenants
There are no current relocation plans at this stage as further planning is required before redevelopment can begin.
Social housing tenants who are required to relocate in the future will receive at least 6 months written notice before needing to move.
Homes NSW will support all impacted tenants to find suitable homes that meet their individual housing needs.
