Planning proposal for rezoning
In June 2026, Council resolved to progress the Gwynneville Planning Proposal to the Department of Planning, Housing and Infrastructure for final determination.
This follows Homes NSW submitting a Planning Proposal to Wollongong City Council in mid-2024 to request changes to the current planning controls that apply to the Gwynneville precinct under the Wollongong Local Environmental Plan 2009 (WLEP).
Wollongong City Council is the planning authority responsible for assessing the proposal and managing consultation.
The Department of Planning, Housing and Infrastructure is responsible for reviewing Council's endorsed proposal against the conditions of the earlier Gateway determination, and for finalising and making the Wollongong LEP amendment.
The Irvine Street, Gwynneville Precinct Planning Proposal is available on the Wollongong City Council website.
Project background
The Gwynneville precinct was identified as an area suitable for future housing renewal.
Homes NSW has been working with Wollongong City Council to review the current planning controls that apply to the Gwynneville precinct, so that the area can be renewed for more social, affordable and private housing in the future.
The Gwynneville precinct includes large areas of land owned by Homes NSW for social housing, as well as homes owned by private landowners. Many of the social homes in the Gwynneville precinct are ageing and no longer fit-for-purpose.
Renewal provides an opportunity to replace these older homes with modern, safe and well-designed housing that better meets the needs of residents now and into the future, while also supporting improvements to local infrastructure, facilities and services that benefit the wider community.
Community consultation
As part of the planning process, both Homes NSW and Wollongong City Council have prepared two draft planning documents that are now available for your feedback:
- draft Chapter D22 Gwynneville Precinct, to be included in the current Wollongong City Council Development Control Plan (DCP). It provides detailed guidance for future development, including building design, landscaping, housing diversity, sustainability measures, public spaces and walking and cycling connections.
- draft Planning Agreement between Wollongong City Council and Homes NSW that will help ensure public open space, walking and cycling connections, and other local infrastructure improvements are delivered as the precinct is renewed over time.
The draft documents are on public exhibition until Monday 5 October 2026.

Next steps
Wollongong City Council and Homes NSW will review submissions received during the public exhibition and consider any changes to the draft planning documents. A post-exhibition report will be prepared for Council’s consideration.
Any future building, infrastructure and design works will be subject to separate development assessment processes and will need further approvals before building works can proceed.
Residents and the broader community will continue to have opportunities to learn more and provide feedback as this work progresses.
Important information for residents and community
The Gwynneville renewal is a long-term project that will be delivered over the next 10 to 15 years.
The renewal is currently in the planning stage.
It is important to note that social housing residents are not being asked to move at this time, and there are no changes to current tenancy arrangements.
If relocations are required in the future, Homes NSW supports social housing residents through the relocations process, every step of the way.
