Gwynneville renewal
Homes NSW is working with Wollongong City Council to review the current planning controls that apply to the Gwynneville precinct.
The Gwynneville precinct is an area suitable for future housing renewal. The precinct includes large areas of land owned by Homes NSW for social housing, as well as homes owned by private landowners.
Planning proposal for rezoning
To renew Gwynneville in the future, the land in the precinct must be rezoned by submitting a Planning Proposal to Council. By changing the planning controls, Gwynneville can be transformed over the next several years to provide amix of new housing types, including new and improved social homes, and more affordable and private homes for people living and working in the Illawarra region.
Project timeline
July 2024
Homes NSW submitted Planning Proposal request to Wollongong City Council. This was to make changes to the current planning controls that apply to the Gwynneville precinct.
July and August 2024
Wollongong City Council and Homes NSW carried out preliminary consultation with residents and the community. This was to seek their initial feedback on the planning proposal.
November 2024
Review and assessment of the Planning Proposal request undertaken by Wollongong City Council. A Gateway Determination was issued by the NSW Department of Planning, Housing and Infrastructure to allow public exhibition to proceed.
April and May 2025
Planning proposal and additional technical studies placed on public exhibition by Wollongong City Council for community input.

Important information for residents and community
The Gwynneville renewal is a long-term project that will be delivered in stages over several years.
We are only in the very early stages of planning, and rezoning has not yet been approved.
There are some steps to go through first, including:
- the rezoning process
- further consultation with the community
before any future rezoning and renewal of the area can occur.
It is important to note that social housing residents are not being asked to move now and there are no changes to current tenancy arrangements.
If relocations are required in the future, Homes NSW supports social housing residents every step of the way.
Community consultation
Wollongong City Council is leading consultation with the community and key stakeholders on the Gwynneville planning proposal.
Public exhibition of the Gwynneville planning proposal and additional technical studies is currently underway.
This is happening from Monday 10 March until Monday 5 May 2025.
