Planning proposal for rezoning
In August 2025, the NSW Government announced it will fast track the rezoning of land to support the delivery of new homes.
Homes NSW lodged a proposal with the Department of Planning, Housing and Infrastructure (DPHI) to rezone around 3.9 hectares of land in Warwick Farm’s Mannix Parade Precinct. The site is located close to Warwick Farm Station and north of the Hume Highway and Liverpool Centre.
The planning proposal will help to facilitate the renewal of existing social housing on this large well-located site. The under-utilised government assets and land, along with several private dwellings within the precinct have the potential to be transformed into approximately 670 new dwellings, including more than 200 social and affordable housing dwellings and a new local park.
To renew Warwick Farm in the future, the land in the precinct must be rezoned by submitting a Planning Proposal to the Department of Planning Housing and Infrastructure. By changing the planning controls, Warwick Farm can be transformed over the next several years to provide a mix of new housing types, including new and improved social homes, and more affordable and private homes for people living and working in the Liverpool area.
The key features of the proposal include:
- potential for renewal of the existing 74 aged social housing dwellings and 13 private dwellings into modern apartment buildings comprising approximately 670 dwellings
- approximately 30% of dwellings to be provided as new social and affordable housing
- Building heights will transition from 11 storeys near the intersection of Hume Highway and Mannix Parade down to 4 storeys to the north and east of the site
- a revised pedestrian network to provide easy access to the new park
- new pathway connections within the precinct improving connectivity to Warwick Farm Station and Liverpool City Centre
- a new public park of approximately 1,800 sqm will be centrally located within the site, providing convenient access to open space within a five-minute walk from the new apartments.
Next steps
The submission period for the rezoning closed on Wednesday 17 December 2025.
The DPHI is expected to make a decision on the rezoning proposal by mid-2026.
If the rezoning is approved, we will hold further community consultation to support any future development applications.
