Virginia Place Riverwood Redevelopment

What’s happening

Homes NSW is proposing to redevelop 163, 165 and 167 Belmore Road, and 2, 4 and 6 Virginia Place, Riverwood. The redevelopment will deliver a number of high-quality new social and private homes, replacing the existing 59 social homes.

This redevelopment will significantly increase housing supply in the area while providing a more diverse and inclusive community.

The proposed redevelopment will be delivered in stages to support relocations and transition for existing residents and tenants.

In the first stage we are proposing to build 125 new modern Government-owned social homes in a single eight-storey building, with each apartment including built-in storage and a balcony where possible. 

Other features will include:

• basement car parking for residents and visitors
• significant landscaping and communal open space with a network of tree-lined walkways through the site.

We are still working on the detailed plans for the next stage, and we will update you once these plans are ready to share.

Next steps

Homes NSW is gauging market interest before we prepare the tender process for a developer. We will look for a development partner who can:

• progress the development application
• assist with the delivery of new homes.

There will be future community consultation opportunities as part of this process.

If the development application is approved it will include:

• the realignment of Virginia Place
• moving overhead power lines underground
• the potential for new retail premises.

A new childcare centre will replace the existing one, located close to the original site.

Planning process and timeline

The Riverwood estate renewal is a long-term project. It will be delivered in stages over the next 15 to 20 years. This timeline outlines:

• what has happened so far
• what is happening now
• when we expect the project to be delivered.

We are committed to providing the community with regular updates throughout this time.

2016-2021

• We consulted with key stakeholders and the community.
• We had extensive community consultation on a draft master plan.
• We prepared technical studies and supporting documentation.

2022-2023

• We placed the rezoning proposal on public exhibition for feedback.
• Homes NSW lodged a response to submissions (RTS).

2024

• We held the public exhibition of the revised rezoning proposal.
• The Department of Planning, Housing and Infrastructure (DPHI) approved the rezoning proposal.

2025

• Ongoing engagement with the community, keeping you informed of the next steps, development application process, and activities
• More information about future relocations will be provided to all affected residents.

2026

• Designing and planning of the first stage of the proposed redevelopment
• Community information session held by Homes NSW
• Ongoing site investigations, finalise technical studies, concept design and assessments
• Preparation and submission of the State Significant Development Application (SSDA)
• Public exhibition and consultation activities by the Department of Planning, Housing, and Infrastructure (DPHI)
• Ongoing engagement with affected social housing tenants about relocations
• Demolition.

2027

• Ongoing engagement with affected social housing tenants and relocations
• SSDA determined by DPHI
• If approved, the first stage of construction will start.

2029

• First stage of construction completed.

2029-2043

• Continuous review of the future masterplan for the wider estate will happen.
