Projects within the Wagga Wagga region
Transforming Tolland
Homes NSW is working with:
- the Aboriginal Housing Office (AHO)
- the Argyle Consortium (consisting of Argyle Housing, Birribee Housing and BlueCHP)
- Wagga Wagga City Council
to redevelop Tolland estate.

Other social housing sites
Homes NSW also proposes to renew 11 ageing properties across 4 mid-scale social housing sites near Duke of Kent Park. This will be in collaboration with Wagga Wagga City Council.
These sites are:
- 18-22 Spring Street
- 21-25 North Parade
- 34-40 South Parade
- 48-56 South Parade.
We propose to provide 60 new fit-for-purpose mixed 2 and 3-storey buildings that will house around 96 residents.
The project teams are considering feedback from the local community on the proposals to determine next steps.
We anticipate contract award for 34-40 and 48-56 South Pde, Wagga Wagga in Quarter 3 2025.
Homes NSW is also working on new projects in Kooringal and Mount Austin. These social homes will be completed progressively through to the beginning of 2027.
Social housing snapshot for Wagga Wagga
There are almost 1,200 social housing dwellings in the Wagga Wagga local government area (LGA) with:
- around 800 concentrated in 4 suburbs or estates such as Tolland
- 400 dwellings scattered across the LGA, in older established areas of Wagga Wagga (as opposed to newer housing release areas).
There is a large supply of three-bedroom social housing cottages. Many are underused and difficult to maintain, especially for older residents.
There is currently a high demand for smaller dwellings up to two-bedrooms for existing tenants and households on the waitlist.
More than half of our current tenants in the LGA would benefit from seniors' living developments. This is housing built to better meet the access needs of older people or people with a disability.
Our long-term goal is to:
- renew the Tolland Estate
- replace older houses with more and better social housing across the LGA.
