Arts and Cultural Funding Program Reform evaluation

The Arts and Cultural Funding Program (ACFP) is Create NSW's primary grant funding mechanism for supporting individual artists, arts workers and cultural organisations across NSW. 

During 2024 and 2025, Create NSW undertook a comprehensive reform of the ACFP. Following the first full year of implementation, Create NSW commissioned an independent evaluator, Kingfisher and Co., to assess the effectiveness of the reform and identify opportunities for further improvement. 

The evaluation from Kingfisher and Co. found that the reform was directionally sound and had delivered meaningful improvements to the program and its delivery while also identifying areas for future considerations for its ongoing delivery. 

Create NSW supports the evaluation's findings and recommendations. Create NSW's response to the evaluation report identifies actions already implemented or underway and provides a clear rationale and explains where recommendations are not supported or require further consideration.
