About Financial Management Transformation
We are committed to the Financial Management Transformation (FMT) reform program, which aims to improve financial governance across the NSW public sector. The program is based on the NSW Commission of Audit 2012 (the Schott Report) which found:
- under-investment in public sector financial management over many decades
- outdated policies based on Australia’s oldest financial laws
- systems which do not support a high performing public sector
- the ongoing need for Government to meet modern budget commitments.
The NSW Government is now completing FMT, it's the biggest financial reform in 30 years. The FMT program focuses on 3 main pillars:
- Prime Financial System: A new system called Prime helps manage the budget from planning and funding to spending, tracking, and comparing results.
- Improved Policies: New policies promote better performance and smarter resource use, aligning spending with the Government’s goals for the State.
- Proposed Legislation: New laws aim to simplify public sector financial management by replacing outdated rules with a single framework.
Prime
Prime is the Information Technology (IT) system for the FMT program. Government agencies use it to submit data for budgets, performance tracking, and reporting. It combines many functions into one platform, making it easier to manage.
Key features of Prime include:
- Program-based reporting: Provides clear management and performance data to guide spending and investment decisions.
- Improved efficiency: Uses automated processes to save time and effort.
- Single source of truth: Offers one place for financial and performance information.
Prime gives up-to-date details on the state’s finances, helping the Government make decisions that shape the state’s future.
To get access to Prime you must:
- be employed by NSW Government with a NSW Government email address
- have a GEN ID (Government Employee Number)
- have approval from your manager that you need Prime to do your job.
When you submit your Authorised Requestor form, you will be given e-learning modules based on your role. You must complete the assigned modules to get Prime access.
When your access is approved you can visit the Prime service desk knowledge base for training materials including, webinars, presentation packs, quick reference guides and simulations. You will also receive email notifications when Prime training is scheduled.
The NSW Government Identity Hub service (ID Hub) has closed and all applications accessed through ID Hub (including Prime) have been moved to OKTA.
This transition is part of our continuous efforts to improve the level of service provided to Government agencies.
- For inquiries about your GEN ID contact your Human Resources officer in your agency.
- If you are an Agency or Commercial Entity User, contact your Authorised Requestor, reach out to your Single Point of Contact (SPOC) for Prime access. Your SPOC is your Cluster contact for all things related to Prime. You can submit a Prime Enquiry to be sent the Authorised Requestor list.
- If you are a Treasury User contact your manager to complete the Access form in the Prime Service Desk.
- To raise Prime related issues, use the Prime Support Portal or call the Prime Service Desk on 1300 679 419.
- To request, change or disable Prime access contact a Prime Authorised Requestor listed on the Knowledge Base (KB0000465).
Government Sector Finance Act 2018
The Government Sector Financial Act 2018 (GSF Act)focuses on better performance, transparency, accountability, and efficiency in managing finances in the sector. Find out what the GSF Act means and how it affects you.
From 1 July 2023 agencies, including universities, must follow the Government Sector Finance Act 2018 (GSF Act) when preparing their annual reports. This applies to reports for the 2022–23 financial year or the 2023 calendar year, depending on the agency.
