Inspectors' role
Liquor & Gaming NSW Casino Inspectors ensure that casino operators are compliant with their obligations under gaming and liquor legislation by:
- supervising operations in the casino
- inspecting the conduct of gaming and gaming equipment used in the casino to ensure that gaming is conducted honestly and in accordance with approved rules
- independently investigating complaints from casino patrons relating to the conduct of gaming in the casino
- auditing gaming revenue
- monitoring responsible gaming practices and the responsible service of alcohol by the casino operator and associated venues.
Where an Inspector detects breaches of the Casino Control Act 1992 or the Casino Control Regulation 2019, they may undertake enforcement action or recommend disciplinary action.

Rules of casino games
Games, and rules of games, played at the casino must be approved by the NSW Independent Casino Commission (NICC) or a NICC delegate. The casinos and patrons must abide by the rules.
The Casino Operators must make a copy of the rules available to patrons upon request.
Exclusion orders
Casino operators or the NICC may give a person an exclusion order which prohibits them from entering or remaining in the casino. The order remains in force until it is removed.
It is an offence for an excluded person (other than a person who has self-excluded) to enter or remain in the casino.
Excluded persons are also prohibited from wagering in a casino and will not be entitled to any winnings from a successful wager. Winnings will be forfeited to the casino operator and paid to the Responsible Gambling Fund.
Also see Liquor & Gaming NSW information on self-exclusion.
Seeking review
An exclusion order given by the NICC or at the direction of the NSW Commissioner of Police may not be reviewed.
You can ask for a review if you receive an exclusion order:
- from a casino operator
- that was based on a request by another person who considered you have a gambling problem.
Applications for review must be made in writing to the casino operator and must specify the grounds for the application.
The casino operator must review the exclusion order and notify the applicant of the outcome within 14 days.
If the application to the casino operator is unsuccessful, the applicant can request a further review by the NICC within 14 days of the casino operator’s decision.
An exclusion order remains in force while the application for review has been made and the outcome is pending.
