ClubGRANTS Local Committees Membership
Liquor & Gaming NSW (L&GNSW) has been contacted by several clubs about what steps they must take if an established ‘committee’ in their local area does not meet key requirements for Local Committees in the ClubGRANTS Guidelines (Guidelines).
Key Local Committee requirements
Common situations where this might occur include:
- Local Council or Department of Communities and Justice (DCJ) were unable to convene the first committee meeting, or
- the committee does not include a representative from each of the core membership groups including
- Local Council
- DCJ
- at least one club participating in ClubGRANTS
- a community organisation endorsed by the Office of Responsible Gambling (ORG), and where appropriate,
- the local Aboriginal community (see Guidelines, section 6.2).
What if my ‘committee’ does not meet these requirements?
Any committee not meeting the requirements outlined in the Guidelines cannot be recognised as an official Local Committee for the purpose of the ClubGRANTS Scheme.
However, clubs are free to meet and discuss funding priorities and grant applications amongst themselves and other community representatives to coordinate their funding decisions and prevent possible duplication.
What do participating clubs in these ‘committees’ need to do?
Where such a committee is in place (instead of a Local Committee), each club must:
- contact the Office of Responsible Gambling at info@responsiblegambling.nsw.gov.au to request a list of social expenditure priorities for their Local Government Area. L&GNSW has guidance on what information to include in a request for social expenditure priorities.
- not mark Category 1 expenditure claims as ‘Local Committee recommended’ in their ClubGRANTS Annual Return; and
- submit the required report to landaudit.revenue@liquorandgaming.nsw.gov.au by no later than 15 October 2025 stating the exceptional circumstances as to why a Local Committee was not formed and steps taken to acquire local funding priorities. A template for this report can be found on the ClubGRANTS Online website.
These steps apply even if the committee has already opened a Category 1 funding round on ClubGRANTS online.
What happens if I do not follow these instructions?
Relevant requirements are outlined in Sections 6.1 and 2.1.6 of the Guidelines. Failure to meet these requirements may lead to clubs not receiving a tax rebate and further compliance action.
