NSW Government announces Gaming Reform Package
The NSW Government is committed to protecting our communities with a Gaming Reform Package that will deliver real benefits by minimising gambling harm and criminal behaviour.
The reforms represent the most comprehensive gaming reforms in NSW in 30 years and include a statewide exclusion register, a new third-party exclusion scheme, mandatory facial recognition technology to support these exclusions, and stronger restrictions on gambling advertising and direct marketing.
This is a comprehensive package, with implementation to be staged. Liquor & Gaming NSW (L&GNSW) will work closely with stakeholders on the implementation of the reforms, with further engagement opportunities and information to be provided as reforms progress.
Implementation will differ by reform. Many of the reforms can be implemented under the current regulatory framework, with some, such as the self-exclusion register, already under development. Others will require legislative change to enshrine the policies into law.
More NSW Government vibrancy reforms to support hospitality businesses
Changes to NSW liquor laws to further support a thriving night-time economy, live music and cultural sector commenced on 4 September 2026.
The reforms introduce several new opportunities for licensed venues:
- club functions on other premises - club licence holders can now apply for an authorisation to hold eligible functions away from their premises
- new application pathway to amend licence conditions - a free application pathway has been introduced through L&GNSW for businesses seeking to change or remove certain licence conditions that impact night-time business activity
- review of glassware restrictions - existing licence conditions preventing the use of glass containers are being reviewed and may be removed if appropriate.
These changes form part of the NSW Government’s Vibrancy Reforms, helping to reduce unnecessary barriers and support a more vibrant hospitality and entertainment sector.
Facial Recognition Technology signage requirements

L&GNSW has released standard signage to support venues that adopt the voluntary Code of Practice: Facial Recognition Technology in hotels and clubs (the Code) (PDF 382.83KB).
The sign is designed to help venues clearly notify patrons when Facial Recognition Technology (FRT) is in use, supporting transparency and informed awareness of the collection and use of facial image data.
Further guidance on best practice use of FRT signage in venues and measures is provided in the Code of Practice.

Standardised new RSA online course launches statewide
L&GNSW has released the new standardised NSW Responsible Service of Alcohol (RSA) online course to Approved Training Providers, marking a significant milestone in the delivery of consistent RSA training across NSW.
The course has been developed to support a consistent and standardised approach to online RSA training while aligning with the existing classroom-based course. This will help ensure learners receive the same core training outcomes regardless of where they complete their RSA training.
From 27 October 2026, all RSA training delivered online in NSW must use the standardised course and assessment framework. Approved Training Providers have been given a transition period to implement the course within their learning management systems and align delivery and assessment practices with the updated requirements.
The statewide rollout supports L&GNSW’s commitment to high-quality, consistent training standards for the hospitality industry and the responsible service of alcohol across the state.
