More NSW Government Vibrancy Reforms passed Parliament
The NSW Government has introduced further reforms to support a thriving and vibrant night-time economy, alongside the music and cultural sectors. These changes passed Parliament on 19 November 2025 and will commence shortly.
Key changes:
- automatic removal of certain noise and amenity conditions imposed more than three years ago that restrict live music and performance
- automatic ‘switch off’ of development consent conditions that prohibit live entertainment at hotels, clubs and small bars (excluding state significant or complying development consents)
- improved management of intoxication to support patron safety
- new powers to remove individuals from working in hospitality venues where there is a risk of harm to patrons or staff
- amendments to increase trading flexibility and reduce red tape for licensed venues.
