2026–27 Budget Papers

Budget Paper No. 1 Budget Statement provides information on the State finances in aggregate. The objectives of this paper are to:

• inform citizens of the State’s fiscal position and the Government’s fiscal strategy
• meet requirements under the Government Sector Finance Act 2018, which prescribes the content of the budget papers, including providing four-year projections of all major economic and financial variables, revised estimates for the preceding budget year and explanations of any significant variations
• meet requirements under s.8 of the Fiscal Responsibility Act 2012, including providing a statement of the Government’s fiscal strategy, a report on performance against the fiscal objectives, targets and principles contained in the Act and an assessment of the impact of any budget measures on the State’s long-term fiscal gap
• enable interstate comparisons by reporting in line with the Australian Bureau of Statistics Government Finance Statistics framework.

Budget Paper No.01 Budget Statement

Budget Paper No. 2 Performance and Wellbeing Statement presents NSW Government performance information and key budget measures organised by wellbeing themes. The objectives of this paper are to:

• report on both the performance of government services and the wellbeing of the NSW people
• meet the Government’s legislated performance reporting requirements under the Government Sector Finance Act 2018
• showcase the Gender Equality Budget Statement which outlines the investments and progress we are making to advance gender equality in New South Wales, and how gender impact assessments are being incorporated into policy design.

Budget Paper No.02 Performance and Wellbeing Statement

Budget Paper No. 3, Infrastructure Statement, provides details of the Government’s infrastructure investment program over the next four years. The objectives of this Budget Paper are to:

• provide a clear account of the State’s planned capital program, including new works and works in progress
• detail the allocation of resources to infrastructure projects in the current budget and across the forward estimates for both the general government and public non-financial corporation sectors
• demonstrate how infrastructure investment supports the Government’s priorities and service delivery objectives, including the underpinning policies and strategies.

This Budget Paper provides project level detail of infrastructure investment by agencies that are material to the general government and public non-financial corporation sectors. The Budget Paper also provides the total planned investment across all minor works for each agency.

Budget Paper No.03 Infrastructure Statement

Budget Paper No. 4 Agency Financial Statements outlines the financial statements for general government sector agencies. The scope of this budget paper includes agencies that are material within the sector that must prepare financial and annual reports.

This Budget Paper details:

• principal department and agency arrangements following recent machinery-of-government changes
• recurrent and capital expenditure by principal department and agency.

Budget Paper No.05 Appropriation Bills are the legislative instruments that authorise the expenditure of government funds.
