Capabilities to deliver intervention services cover:
- funding and staffing levels
- demand for existing services
- staff knowledge, skills and experience.
This relates to the existence of formal referral and assessment processes, as well as risk mitigation strategies.
Identifying the groups and clients who are the targets for help will also be relevant to assessing service capabilities.
