How we will take an evidence-based approach to continual improvement in the building industry.

NSW is becoming a leader for research into the performance of the construction sector, using data to foster an industry that is customer-focused, trustworthy and values quality. Promoting strategic research in the construction sector provides an immediate and direct impact in informing an effective and efficient decision-making process.

Consumer survey

The NSW Building Commissioner is partnering with Strata Community Association (SCA) to undertake a consumer survey that will better understand the quality of strata buildings, the presence and consequences of serious defects and an opportunity to gather data on the quality and effectiveness of strata management across NSW.

The data collected will produce baseline metrics that will help us understand the extent of the issues and form the basis for further surveys measuring consumer confidence. The intention is to repeat the survey every two years to provide data over time and the ability to measure where Construct NSW initiatives are making a positive difference.

Survey on digitalisation of construction

The NSW Building Commissioner has engaged the Centre for Smart Modern Construction at Western Sydney University to survey designers and constructors involved in Class 2 multi-storey residential buildings to create a snapshot of the industry’s baseline digital capabilities.

The output of this survey will help define skill gaps and how we can help raise industry capability. 

Data collection will happen via a questionnaire survey and a series of interviews. The target population consists of all design and building practitioners engaged in the design and building work related to Class 2 buildings in NSW.

The survey is expected to be completed by the end of 2020. 

Research on Decennial Liability Insurance

The NSW Building Commissioner will undertake research on Decennial Liability Insurance (DLI) to understand the necessary market conditions that will need to be established in NSW for insurers to offer this type of insurance product. DLI can provide consumers with a ‘first resort’ insurance policy that extends for a period of up to 10 years post-completion. 

Field-based research

The NSW Building Commissioner is also implementing a field-based research project to gather information on the health of the sector through a combination of randomised and selected site inspections. Information captured will include data that measures regulatory compliance as well as the quality and safety of work practices. The outcomes of the research will be published regularly and be used to help improve industry practice as well as highlight focal points for the Construct NSW strategy.
