About

Aboriginal Affairs’ Binaal Billa regional office, based on the traditional land of the Wiradjuri Nation in Dubbo, plays a key role in supporting Aboriginal self-determination and improving outcomes for Aboriginal communities across the region.

In total, the Binaal Billa Region supports 38 communities, working with 23 Local Aboriginal Land Councils (LALCs), 30 Local Government Areas (LGA’s) and 10 Discrete Aboriginal Communities (DACs). We engage closely with community leaders, organisations and government partners to:

  • Support community-led decision making and advocate for local priorities
  • Facilitate local engagement and partnerships across key areas.
  • Provide advice and guidance to other agencies to ensure Aboriginal voices and aspirations are heard.

Programs

Aboriginal Community Emergency Management Program

In the Binaal Billa Region, Aboriginal Affairs NSW partnerships team supports two Discrete Aboriginal Communities (DACs) - Cummeragunja and Murrin Bridge - to lead emergency management planning through the Aboriginal Community Emergency Management Program (ACEMP). This initiative integrates cultural knowledge and capacity to strengthen communities' preparedness for, responding to, and recovering from disasters such as bushfires, floods, and storms.

Through genuine community-led planning, ACEMP empowers Aboriginal knowledge holders and communities to develop culturally grounded emergency management plans, and access training in areas like bushfire safety and first response. By recognising the unique strengths of each community, ACEMP ensures emergency planning is not only effective but grounded in cultural knowledge and local priorities. 

Discrete Aboriginal Communities Infrastructure Condition Assessments

Aboriginal Affairs NSW is leading the assessment of infrastructure conditions in the 10 DAC's across the Binaal Billa region. This initiative will help plan future upgrades and repairs, ensuring communities receive the support and investment they need. Learn more about this project

Minister's Discretionary Fund
