Guidance for government casework practitioners to register a birth or apply for a birth certificate for a child in parental responsibility of the Minister.
Register a birth for a child in parental responsibility of the Minister
NSW Department of Communities and Justice (DCJ) casework practitioners can register a birth and apply for a birth certificate online for a child in parental responsibility of the Minister.
Applying online is the fastest and easiest way to register a birth.
You are able to order a birth certificate during the online birth registration process.

Checklist for birth registration
Before you start, ensure you have the required documents and information.
- the child’s ChildStoryID
- your DCJ work email address (you don’t need to provide your proof of identity documents)
- court order allocating sole parental responsibility to the Minister
- the child’s full name
- the child’s birth details (date, time and place of birth, and birth weight in grams)
- details of the birth parent
- application initiating care proceedings (only required if you intend to record a second parent).
If known, also have:
- details of the second parent
- details of other children to each parent.

Order a birth certificate for a child in parental responsibility of the Minister
DCJ casework practitioners may apply for a birth certificate for a child under the Minister’s parental responsibility.
Applying online is the fastest and easiest way to request a birth certificate.
A birth certificate can only be issued after the child's birth is registered. If you're unsure about registration, submit the birth certificate application and the Registry will notify you if registration is needed.
You can only use your DCJ work email address to apply. Application updates, including the tax invoice and your unique Online Reference Number (ORN), will be sent to this email.
Only apply with a paper application if you cannot apply online. Paper applications take longer to process as the Registry needs to enter details manually.
If you submit a paper application, you will not receive a tax invoice unless you request one separately.
You must be a DCJ casework practitioner to register the birth of a child in the Minister’s parental responsibility. To order a birth certificate, you must be a DCJ casework practitioner.
If you are a non-government casework practitioner with case responsibility (but are not delegated parental responsibility), contact your local DCJ Child and Family District Unit (CFDU).

You can also check the status of an online application with the Online Reference Number (ORN). The ORN is sent to you by email after you submit the online application.
