Professional Strata Management Group and Whitney Wang
Information for strata schemes managed by PSMG Pty Ltd trading as Professional Strata Management Group (PSMG).
Key information
- On 22 July 2024, NSW Fair Trading took disciplinary action against PSMG and licensee in charge Mr Whitney Hong Wang (Mr Wang).
- PSMG and Mr Wang sought review of Fair Trading’s decision in the NSW Civil and Administrative Tribunal (NCAT).
- On 30 June 2025 NCAT handed down a decision in relation to the review sought by PSMG and Mr Wang.
- PSMG and Mr Wang appealed NCAT’s decision and applied for a stay on the NCAT orders made on 30 June 2025.
- On 11 August 2025, NCAT handed down a decision to stay some of the orders until the appeal hearing is completed with conditions imposed on Mr Wang that he is not to be involved in any strata management, direction, or control of any strata management business.
- PSMG may still operate but will need a new licensee in charge.
- Fair Trading is assisting affected strata schemes and can respond to your questions.
Disciplinary actions taken by NSW Fair Trading
Following an investigation, Fair Trading’s actions against PSMG and Mr Wang included:
- Cancelling the corporation licence of PSMG (licence number 1688934) and the individual licence of the licensee in charge, Mr Wang (licence number 1092361).
- Declaring both PSMG and Mr Wang to be disqualified persons under the Property and Stock Agents Act 2002 (the Act) for 10 years.
This disciplinary action was stayed (paused) while the legal process in NCAT was underway.
NCAT decision
On 30 June 2025, NCAT handed down its decision in the review brought by Mr Wang and PSMG under the Act.
The key outcomes of the decision were:
- Mr Wang being reprimanded and his licence cancelled from 29 July 2025.
- Mr Wang is disqualified from being involved in the direction, management or conduct of the business of a licensee for 12 months, from 29 July 2025.
- PSMG has been reprimanded and fined $15,000.
- PSMG may still operate with a new licensee in charge.

Appeal of NCAT decision
PSMG and Mr Wang appealed NCAT’s decision and applied for a pause on the NCAT orders made on 30 June 2025, pending the outcome of the appeal. On 11 August 2025, NCAT decided to pause the following orders made on 30 June 2025 until the appeal hearing is completed:
- Mr Wang’s licence will be cancelled from 29 July 2025.
- Mr Wang is also disqualified from being involved in the direction, management or conduct of the business of a licensee for 12 months, from 29 July 2025.
The pause on these orders is subject to the following conditions:
- Mr Wang’s is not to be involved in the management, direction or control of any strata managing business.
- Mr Ruknuddin Ramzali Rupani, or an alternative licensee approved by Fair Trading, is to continue as the licensee-in-charge of the business of PSMG.
- PSMG must share the NCAT orders with the strata schemes they manage by providing them with a copy of the orders and explanation.
The legal process will continue until NCAT completes the appeal hearing.
