Background
NSW Health is inviting Expression of Interest (EOI) applications from technical experts interested in contributing advice to Health Infrastructure (HI) as a committee member. Committee members will play an active role in supporting effective governance and contributing to the guidance, decision-making and strategic direction the relevant committee provides HI.
Role of Health Infrastructure
We oversee the planning, design and construction of health capital works over $10 million in NSW, bringing together experts across multiple disciplines including health planning and design, town planning, project management and construction.
With over 100 projects underway, we are collaborating with clinicians, system managers, other government agencies and industry to transform public health facilities and precincts across metropolitan and regional NSW.
Role of the Health Infrastructure Committee members
HI has established key Governance Committees which report quarterly to the Executive Board on strategic issues impacting organisational performance and actions to mitigate risks. These Committees focus on key areas of the business that influence HI’s ability to operate efficiently and effectively within its/our Charter.
Some Committees are supported by dedicated working groups that report into them, providing additional insight and expertise.
This EOI relates ONLY to the
- Design and Planning Committee (DPC),
- Procurement and Project Delivery Committee (PPDC), and
- Workforce Committee.
Skills and experience
Applicants are required to complete the EOI form (PDF 200.03KB) and submit an up-to-date Curriculum Vitae. As part of the EOI, applicants are asked to nominate at least one (1) area of expertise where they believe they can make the most meaningful contribution as a committee member. Design and Planning Committee (DPC)
HI is looking for an applicant with expertise in statutory planning pathways for the planning of and/or design of infrastructure, particularly in the context of health or complex public infrastructure.
They should have an understanding of:
- Town planning pathways and strategic risks associated with planning approvals
- Design quality and sustainability and the operational requirements of health facilities
- Whole-of-life asset considerations
- Impacts of design on OPEX.
The applicant should have the ability to:
- Understand the strategic and legislative context for prioritisation of planning and design decisions
- Identify design and planning risks and issues impacting capital programs
- Support HI to continue to embed whole-of-life affordability, standardisation and sustainability in planning and design.
Procurement and Project Delivery Committee (PPDC)
HI is seeking an applicant with expertise in constructing complex infrastructure and managing capital procurement, particularly in the delivery of large-scale capital projects.
They must have a strong understanding of:
- Procurement strategies and NSW Government procurement policy
- Contractor performance management
- Project delivery metrics
- Project and program assurance
- The current construction contracting environment including emerging trends and risks
- Risk allocation in construction contracts in a government context.
The applicant should be able to:
- Provide governance and strategic advice on capital portfolio delivery.
- Assess assurance review outcomes and recommendations (excluding design)
- Identify and mitigate procurement and delivery risks
Workforce Committee
HI is looking for an applicant with expertise in workforce planning and development, particularly in the public sector and within infrastructure delivery.
They must have an understanding of:
- Strategic workforce planning and capability development
- Industrial relations compliance and employment law
- Public sector workforce policy
- Leadership and culture development.
The applicant should be able to:
- Evaluate workforce KPIs and engagement strategies
- Provide oversight on diversity, inclusion, and staff wellbeing
- Assess risks related to staffing and workforce sustainability
- Engage with industry experts to identify and report on trends, particularly in respect to workforce skills development.
Remuneration
Payment to members of Committees is in accordance with the NSW Public Service Commission Classification and Remuneration Framework for NSW Government.
Appointed Committee members are eligible for remuneration in accordance with the above Framework. Public sector employees are not eligible for remuneration if appointed as a Committee member.
Term of appointment
HI Committee members will be appointed for a term of up to three (3) years and may be eligible for reappointment for an additional term.
Public sector employee applicants
Health service staff or other public sector employees may be appointed to a Committee. Shortlisted applicants who are members of the NSW Health Service or are public sector employees may be asked to provide a copy of their current job description and to provide further information as a part of the short-listing process outlining:
- That there is no material conflict of interest between their position and the role of the Committee
- That the Committee’s duties will not be undertaken as part of the individual’s functions as a public sector employee and that the work involved as a part of the Committee can be, and will be, performed in the employee’s own time.
Selection of Committee members
The membership of each Committee will be selected to ensure a balanced membership that has the required skills, knowledge, attributes and expertise to oversee and provide guidance to a large and complex organisation.
It is also NSW Government policy that the membership of boards and Committees should reflect the interests of the community as a whole, including women, people of culturally and linguistically diverse backgrounds, Aboriginal and/or Torres Strait Islander peoples, people with a disability or special needs, and young people.
The capacity of candidates to contribute time to the workload and demands of a Committee will also be a factor in the final selection process. The number of other positions on similar boards and committees will also be considered so that recommended candidates are not overextended.
Applicants should be aware that the Committees may meet on a monthly basis with members expected to attend.
Selection process
Applications that meet the selection criteria will be assessed based on the applicant’s EOI and Curriculum Vitae, with a shortlist created. The Executive Board determines the final appointments to the Committees. Applications which are incomplete or do not answer the criteria will be excluded from the process.
Referee reports
As a part of the application, applicants are asked to nominate two (2) referees (including their current position(s)) who can speak to the applicant’s skills, qualifications and responsibilities if required.
Probity check for shortlisted applicants
Appointees to Government boards and Committees need to have a record of personal, professional and commercial integrity. Applicants recommended to be considered for appointment may be required to complete a satisfactory National criminal record check and will be checked against the NSW Government Lobbyist Register as part of the process. Checks will also be undertaken of the Australian Securities and Investment Commission (ASIC) Register of persons prohibited/disqualified from managing corporations and of the Insolvency and Trustee Service Australia (ITSA) National Personal Insolvency Index or are not insolvent.
Standards of conduct
To ensure public confidence and trust in the Committee is maintained, Committee members will be expected to adhere to public sector standards and principles of conduct.
All Committee members need a clear understanding of their public duty and legal responsibilities and must act for the proper purpose without exceeding their powers.
Committee members must ensure the efficient and responsible expenditure of public funds in accordance with government legislation, policy and guidelines.
Pecuniary or other interests of a member that may be in conflict with their role as a member of a Committee must be disclosed and managed in accordance with public sector standards. This may include registering the interest and abstaining from decisions that relate to the interest of the member.

HI is collecting your personal information to assess your suitability for appointment to a committee. As part of the appointment process your personal information will be held confidentially and will only be disclosed to persons involved in the shortlisting and appointment process.
Your information will be handled in a secure manner and will only be accessed as required. Your information will also be used in a de-identified format in order to:
- Meet whole of Government reporting requirements
- Enable the Government to monitor the diversity of appointments to and composition of statutory and other bodies to which the Government makes appointments
- Allow accurate reporting on the profile of public sector entity Board and Committee memberships of the State’s public sector entities.
