Reflect Reconciliation Action Plan
In February 2023, Health Infrastructure formalised our commitment to reconciliation by launching our Reflect Reconciliation Action Plan (RAP), endorsed by Reconciliation Australia.
The Reflect RAP formalises and strengthens our role in enabling meaningful action toward reconciliation. It is a framework to build on our existing relationships and previous positive experiences working with Aboriginal and Torres Strait Islander communities to achieve culturally appropriate outcomes.
This commitment acknowledges our unique opportunity to listen to and learn from Aboriginal and Torres Strait Islander stakeholders, partners, and community members as we plan and design culturally safe health facilities across NSW.
The title of Reflect for this RAP is also significant for Health Infrastructure, as it calls for our people and our partners to stop, listen deeply, and reflect on how we support reconciliation in way that is action focused and real. It includes four key actions areas:
- Relationships
- Respect
- Opportunities
- Governance.

Innovate Reconciliation Action Plan
In November 2025, Health Infrastructure officially launched the Innovate Reconciliation Action Plan (RAP), marking the second phase of our organisation’s reconciliation journey. The plan outlines how Aboriginal knowledge, perspectives and practices will be meaningfully embedded across the planning, design and delivery of health infrastructure in NSW.
The Innovate RAP builds on the foundations of the Reflect RAP by setting out how we will embed Aboriginal knowledge, perspectives and practices across the planning, design and delivery of health infrastructure in NSW. This will be done by expanding on the four key action areas:
- Relationships: Deepening engagement, improving our practices and embedding cultural perspectives more meaningfully across all stages of our projects.
- Respect: Ongoing cultural learning across our workforce, deepening understanding and recognition of Aboriginal and Torres Strait Islander cultures, knowledge and expertise.
- Opportunities: Supporting employment, procurement and professional development for Aboriginal and Torres Strait Islander people.
- Governance: Evaluating our progress, capturing lessons learned and using these insights to shape future RAPs and sustain meaningful, measurable change.
