Our Corporate Strategy 2021 – 2025 sets out 4 focus areas over 5 years, including new directions to achieve our vision:
To deliver future focused, innovative and sustainable infrastructure and support solutions that enable value-based healthcare delivery in NSW.
Our corporate strategy is built on consideration of feedback from our people and stakeholders, as well as the cross‑government policies and strategies guiding healthcare and infrastructure investment in NSW.
Our core focus continues to be planning and delivering one of the largest health capital works programs in Australia, but our services are evolving with greater focus on all aspects of sustainability, asset and facility advisory and broadening our work in commercial partnerships.

Reconciliation Action Plan

In February 2023, we formalised our commitment to reconciliation by launching our Reflect Reconciliation Action Plan (RAP), endorsed by Reconciliation Australia.
The Reflect RAP formalises and strengthens our role in enabling meaningful action toward reconciliation. It is a framework to build on our existing relationships and previous positive experiences working with Aboriginal and Torres Strait Islander communities to achieve culturally appropriate outcomes.
This commitment acknowledges our unique opportunity to listen to and learn from Aboriginal and Torres Strait Islander stakeholders, partners, and community members as we plan and design culturally safe health facilities across NSW.
The title of Reflect for this RAP is also significant for Health Infrastructure, as it calls for our people and our partners to stop, listen deeply, and reflect on how we support reconciliation in way that is action focused and real. It includes 4 key actions areas:
- relationships
- respect
- opportunities
- governance.

Our initiatives
We are working on a number of initiatives that deliver value to our stakeholders and communities, including a focus on sustainability targets and better asset management.
Health Infrastructure led the creation of an asset management framework in partnership with Ministry of Health, Local Health Districts and other health entities, including eHealth and HealthShare NSW, on behalf of NSW Health. This statewide system ensures assets are sustainable, adaptable, and optimised for patient and community needs.
As part of the framework, the team implemented the Asset Management Maturity Assessment Program to improve compliance, which has now become NSW Health’s business-as-usual.
The framework looks at the entire life of assets – from building to maintaining and eventually replacing them. By doing this, NSW Health improves how assets perform and supports better health outcomes for the community.
To achieve this focus, environmental, social and financial sustainability requirements have been embedded into the planning, design, delivery and management of our assets.
This ensures we achieve our commitments against the NSW Government’s sustainability targets and our assets are resilient to the changing operating environment.
Sustainability is a key focus. Environmental, social, and financial goals are included in planning and managing assets to meet government targets and adapt to changing needs.
The framework also meets NSW Treasury’s policy to ensure strong accountability and performance across public assets.
From 1 July 2024, managing these programs shifted to NSW Health and local health networks.
NSW Health and Health Infrastructure have formalised a commitment to sustainability with the release the NSW Health Net Zero Roadmap. This aligns with Health Infrastructure’s Sustainability Commitment and Strategy (PDF 4.83MB).
These documents set out a clear, coordinated plan for how we’ll work together to reduce emissions by 70% on 2005 levels by 2035 and achieve net zero by 2050 — helping to build a more climate-resilient, sustainable health system.
As the infrastructure delivery arm for NSW Health, Health Infrastructure plays an integral role in decarbonising health capital projects. Our program of work represents a significant opportunity to lead innovation, embed sustainable solutions, and deliver long-term benefits to improve the resilience and adaptability of our health facilities.
Our Sustainability Strategy provides directions on how to effectively integrate social, economic, and environmental considerations, across five key areas:
- leadership and integration
- building, assets and precincts
- sustainable business practices
- stakeholder and partners
- initiatives and innovation.
Health Infrastructure projects under construction are actively embedding sustainability initiatives, including:
- transitioning to fully electric operations
- installing solar energy systems
- enhancing water and energy efficiency
- undertaking climate risk assessments and adaptation planning
- implementing construction waste management practices
- integrating Indigenous knowledge into project design and delivery.
