Major housing initiatives and reforms

Homes NSW has several major initiatives and reforms that support priorities for housing.

Building Homes for NSW program

The NSW Government is making its largest-ever investment in social housing and homelessness with the $6.6 billion Building Homes for NSW package. 

Building Homes for NSW will see us deliver thousands of new social housing properties, improve maintenance of public housing and boost homelessness support services. It will assist women and children escaping domestic violence, Aboriginal people and their families, older Australians, those living with disability and young people without family support.

NSW Homelessness Strategy

The vision of the draft NSW Homelessness Strategy 2025-2035 is to make NSW a place where homelessness is rare, brief and not repeated because people have a safe home and the support to keep it.

This Strategy builds on feedback from sector representatives, homelessness peaks, people with lived experience and government agencies. We’re developing Action Plans to achieve this vision, including standalone plans for Aboriginal people and children and young people.

Homes for NSW Strategy

The Homes for NSW Strategy 2025–2035 is a 10-year plan to transform the social housing and homelessness system. It's about putting people first, delivering quality new homes, and building a fairer system for generations to come. The Strategy sets out how we’ll deliver better outcomes for social housing tenants, applicants and people experiencing homelessness over the next decade.

Building Crisis Housing Plan

The NSW Government is investing $130 million to expand and upgrade crisis accommodation across the state through the Building Crisis Housing Plan. This major initiative will deliver safe, supported spaces for people experiencing homelessness or sudden housing instability.

Planning and providing social housing

Acquisitions policy

This policy sets out guiding principles for Homes NSW's acquisition of real property (land and dwellings).

Portfolio strategy

20-year vision and priorities to grow and change our portfolio to house more vulnerable people in better quality modern homes and improve financial sustainability as a self-funded housing provider.

Strategic tenant relocations policy

This policy guides strategic relocation of tenants in Homes NSW properties. It balances tenant needs and asset availability to support provision of quality social homes.

Meanwhile Use Policy

Vacant social housing properties awaiting redevelopment will be used as transitional housing under the Homes NSW Meanwhile Use Policy.

Millers Point program

In 2014, the NSW Government announced the sale of properties in Millers Point, Dawes Point and The Rocks, with proceeds to be reinvested into the delivery of more new social housing across NSW.

Local area analyses (LAAs)

Place-based approach using data to link social housing objectives with decision-making about planning and development and partnership opportunities with local councils, industry and the community housing sector.

Forward procurement plan

The Homes NSW procurement plan outlines the procurement of projects valued above $10 million.

Heritage asset management strategy 2022–27

This strategy outlines the measures that set the benchmark for Homes NSW’s heritage activities to meet its statutory obligations and ensure the sound management of its heritage assets.

Maintenance of public housing in NSW

Homes NSW maintains public housing properties to a standard that ensures safety, belonging and privacy for the people who call them home.

Other programs and resources

Homes NSW apprenticeship, traineeship and cadetship program

Participants in this program get access to paid, on-the-job training and pathways to jobs in social housing property and tenancy management and construction trades.

How to buy your social housing rental home

Homes NSW supports eligible tenants to buy their rented social home. Learn about how to apply and the available government schemes to assist your purchase.

Key worker housing

We support rural and remote communities with a housing service for eligible key workers, like teachers and members of the police. Learn more about this service.
