Homes NSW is developing a 10-year Homes for NSW Plan to improve the social housing and homelessness system in NSW.
It’s being shaped by the voices of those who know the system best—people with lived experience, service partners, community organisations and sector experts.

Through consultation and engagement, we’ve heard what’s working and where we must do better.
Between December 2024 and January 2025, we invited stakeholders to share their views on the Homes for NSW Discussion Paper, which explored key challenges impacting the social housing and homelessness system. It suggested 3 priorities for reform:
These priorities formed the foundation of our consultation, guiding conversations with stakeholders and communities.
We received strong and diverse participation, with more than 60 formal submissions and 242 survey responses.

The Homes for NSW Plan builds on the momentum of the NSW Government’s historic $6.6 billion investment in the Building Homes for NSW program, announced in the 2024–25 Budget. This is the largest commitment to social housing and homelessness in the state’s history—funding 8,400 new social homes, upgrades to 33,000 public and Aboriginal homes, and expanded support for people experiencing homelessness. Together with the creation of Homes NSW, this investment lays the foundation for real change.
