The Homes for NSW Strategy 2025–2035 is a 10-year plan to transform the social housing and homelessness system – putting people first, delivering quality new homes, and building a fairer system for generations to come.
Our vision is clear: Everyone in NSW should have access to a decent home and support if they need it.

This Strategy marks a major shift in how we confront housing insecurity and homelessness over the next decade.
It focuses on priority areas of reform to deliver better outcomes for social housing tenants, social housing applicants and people experiencing homelessness.
We have committed to specific actions and targets to drive progress in these areas.

This is a plan for people who deserve more than the system has offered – older people, Aboriginal communities, survivors of violence, people with disability and families in crisis.
It supports dignity, cultural safety and individual needs. It offers greater stability, more choice and fairer rules.
Over the next 10 years, the Strategy will guide how we reshape the housing and homelessness system in NSW. Some changes will begin soon, while others will take time. We’ll work closely with tenants on any future changes that may affect them.
