Homes for NSW Strategy

This Strategy marks a major shift in how we confront housing insecurity and homelessness over the next decade. 

It focuses on priority areas of reform to deliver better outcomes for social housing tenants, social housing applicants and people experiencing homelessness. 

• Customer-driven service: We’re building a system that is genuinely person-centred – one that’s fair, inclusive and empowers people to have greater control over their home and their future.
• More and better homes: We’re not just building more homes – we’re building better ones. Designed to support tenant and community wellbeing, our quality new homes are accessible, sustainable and well-located.
• Improving maintenance: We’re investing in maintenance to improve the quality, comfort and energy efficiency of social housing, supporting better outcomes for tenants and communities.
• A system that works: We’re bringing together government, providers and communities to build a sustainable social housing and homelessness system that lays the foundation for generational reform. 

We have committed to specific actions and targets to drive progress in these areas.

What tenants can expect

This is a plan for people who deserve more than the system has offered – older people, Aboriginal communities, survivors of violence, people with disability and families in crisis. 

It supports dignity, cultural safety and individual needs. It offers greater stability, more choice and fairer rules.

Over the next 10 years, the Strategy will guide how we reshape the housing and homelessness system in NSW. Some changes will begin soon, while others will take time. We’ll work closely with tenants on any future changes that may affect them. 

Driving impact through historic investment 

The Homes for NSW Strategy builds on the momentum of the NSW Government’s historic $6.6 billion investment in the Building Homes for NSW program. 

This is the largest investment in social housing and homelessness in the state’s history. We’ll use this money to deliver: 

• 8,400 new social homes, at least half for women and children escaping violence
• 1,200 affordable homes for people on low incomes
• upgrades to 33,500 public and Aboriginal homes
• expanded support for people experiencing homelessness.  

Listening, learning and evolving 

We’d like to thank the many agencies, organisations and individuals who have given their time, experience and expertise to the development of the Homes for NSW Strategy 2025-2035. 

Our Homes for NSW Discussion Paper consultation received strong and diverse participation, including:

• 242 survey responses
• 60+ formal submissions
• 150+ stakeholders engaged 

Most importantly, we had a balanced and representative mix of voices, with around: 

• 50% of participants identifying as people with lived experience
• 50% professionals from the housing and homelessness sector.

We remain committed to listening, learning and evolving our work in partnership with the sector, ensuring the voices of people with lived experience are at the heart of change.
