The NSW Homelessness Strategy 2025-2035 is a bold, 10-year whole-of-government plan to ‘make homelessness rare, brief and not repeated because people have a safe home and the support to keep it’.
This Strategy will act as our blueprint. It will help us focus our efforts, align agencies around shared goals, and guide policy, funding and service delivery. It will also shape how we invest in housing and homelessness support – both now and in the future.
Homes NSW is leading the NSW Government’s response to homelessness – guiding the next decade of reform, investment and service delivery for collective impact and lasting change.
Rolling action plans and a monitoring and reporting framework will guide reform and track progress.

Turning strategy into action: NSW Homelessness Strategy Action Plan 2025–2027
Following the launch of the NSW Homelessness Strategy 2025–2035, we are building on this commitment with the release of the first NSW Homelessness Strategy Action Plan 2025–2027.
The Action Plan translates the Strategy into practical, whole-of-government action over the next two years. It focuses on preventing homelessness, delivering person-centred support and responding to local needs, while allowing us to learn, adapt and respond to emerging priorities as the system evolves.
Delivering the Action Plan relies on strong collaboration across government, with service providers, local communities, Aboriginal organisations and people with lived experience.
