Submission and assessment of CHP direct dealing proposals
Registered community housing providers (CHPs) can propose to build, renew or grow social and affordable housing under a direct dealing process with Homes NSW.
We will work with CHPs to develop and assess proposals in line with our direct dealing assessment framework.
Steps to submit an application
Before organising a discussion or making enquiries, please read the CHP direct dealing policy (the policy).
Organise pre-submission discussions
We encourage CHPs to contact us to organise an informal pre-submission discussion. This will confirm if the proposal is likely to meet the criteria for direct dealing under the policy, and to discuss the process, if needed. CHPs should:
- complete a CHP direct dealing pre-submission form and
- Submit the form and any attachments to HomesNSW-HP-PartnershipsTransactions@homes.nsw.gov.au
Submit a proposal
To submit a proposal under the policy, CHPs should complete and submit a stage 1 proposal form.
The proposal must include:
- the proposal value
- a title, executive summary and details of the proposal
- a brief description of the CHP’s capability and capacity to deliver the proposal
- a brief description of how the proposal presents value for money for Homes NSW
- a brief description of how risk is mitigated in the proposal.
Please send the stage 1 proposal form and any attachments to HomesNSW-HP-PartnershipsTransactions@homes.nsw.gov.au.
Stage 1 assessment and notification of outcome
Homes NSW will consider the proposal and determine whether it:
- meets the justification and eligibility criteria, and
- aligns with Homes NSW’s policy and strategic objectives.
Homes NSW will notify the CHP of the outcome.
Negotiation of terms
Where a proposal passes the stage 1 assessment, Homes NSW will enter into negotiations with the CHP to negotiate the terms of the proposal.
Stage 2 assessment and notification of outcome
Homes NSW will undertake a stage 2 assessment of the finalised proposal in line with the policy and will notify the CHP of the outcome.
Approving and awarding contract
Where a proposal passes the stage 2 assessment, Homes NSW and the CHP will arrange their respective internal approvals and sign the relevant contracts.
Homes NSW will publish details of successful proposals.
