Local Land Services board recruitment

The NSW Government is recruiting for leading roles with Local Land Services that will shape the delivery of services to farmers and regional communities across NSW. 

Applications are now open for:

• one local board chair position, who will also sit on the LLS Board
• 15 local board members across 9 LLS regions.

Local Land Services board structure

Local Land Services (LLS) is governed by the LLS Board, with each of the 11 LLS regions represented by a local board.

Local boards consist of 7 members: 3 members elected by regional ratepayers and 4 members appointed by the Minister for Agriculture, with the exception of the Western region, which has 5 ministerially appointed members and 4 elected members.

The local boards report to the LLS Board, which is made up of each of the chairs of the local boards, plus the ministerially appointed LLS Chair.

Criteria and eligibility

To be a local chair or board member, you need to show experience or skills in at least one of these areas:

• leadership, strategic planning and management
• community participation, regional service delivery and working with industry, government and other partners
• audit, financial control as reporting and risk management
• primary industries or providing services to support this sector
• contemporary biosecurity programs in animal and plant health, pest and weed management
• emergency management, especially biosecurity and natural disaster emergencies
• natural resource management and biodiversity conservation
• working with Aboriginal groups and communities
• local government.

Other requirements

You must be 18 years or older.

You are not eligible if you:

• currently work for Local Land Services
• were bankrupt or insolvent in the last 15 years
• have been convicted of a serious crime (punishable by 12 months or more in prison) in NSW or elsewhere. 

Remuneration

LLS board members are paid in line with the NSW Public Service Commissioner’s boards and committee classification scheme. 

The LLS Board is classed as a secondary board of governance (Group B) and local boards as advisory (Group C).  

• Local board chair and LLS Board member: $30,001 per year (includes $20,001 for the LLS Board and $10,000 for chairing a local board) plus superannuation.
• Local board member: $5,000 per year plus superannuation. 

Note, under the Appointment Standards for Boards & Committees (PSC), public servants (including Department of Primary Industries and Regional Development staff) can apply as private citizens, but usually won’t receive sitting fees. The Local Land Services Regulation 2014 states that current LLS staff cannot apply.

Position details

The local board members identify regional priorities, monitor the region’s performance locally and consult and engage with the local community when developing plans, programs and services.

As a candidate, you will need to demonstrate innovative strategic planning skills, the ability to provide guidance and well thought out advice, a commitment to high ethical standards and teamwork, and strong communication, negotiation and advocacy skills. 

You also need to have well-developed skills in critical thinking, decision-making and objectivity.

Time commitment

Local chairs – about 30 days per year: Attend regular local board and LLS Board meetings (online and in-person), read papers, reply to emails, take part in governance activities, represent boards or sub-committees and handle chair duties.

Local board members – about 10 days per year: Attend regular local board meetings (online and in-person), read papers, reply to emails and engage with the community. 

Location

When choosing a local board member, the Minister will try to select someone who lives in that board’s region, if possible, as defined in the LLS Act. 

The following positions are available in each Local Land Services region.

Candidates from rural and regional NSW are preferred. Living outside the region won’t exclude you if you have strong local connections and can meet the role’s responsibilities without significant travel costs. 

Travel

Local board members and chairs need to attend regular meetings (online and in-person) and actively participate in community engagement. This may require travel across NSW. 

Occasional overnight travel may be needed for local chair roles. Board meetings are planned in advance and may include both face-to-face and virtual options. Participation in local community engagement (such as events and meetings) will be planned around availability and ability to travel. 

Appointment

The Minister appoints these positions, following NSW Public Service Commission guidelines. These appointments are governed by the Appointment Standards: Boards and Committees in the Public Sector, Local Land Services Act 2013 and the Local Land Services Regulation 2014.

Board members and chairs can serve up to 4 years per term. They may be reappointed for a second term once their first appointed term expires. The maximum for a chair is 3 terms, with no more than 2 as chair. 

Potential conflicts of interest

LLS is looking for candidates who are well connected with community and industry groups.
