Resilient Lands Program priority sites
The NSW Reconstruction Authority (RA) is progressed 3 priority sites in Lismore that will deliver climate-resilient housing opportunities in the Northern Rivers. These sites are being progressed in partnership with government and industry partners to create new housing opportunities in safer locations.
The RLP is a $100 million state government-funded program focused on identifying and unlocking land to provide safer places for people to live in the Northern Rivers.
It’s part of a package of measures to provide more housing choices by accelerating the supply of land and housing for flood impacted residents across the Northern Rivers.
Through the RLP, RA is:
- Delivering new land and housing developments in the Lismore region.
- Partnering with councils to accelerate planning, rezoning and enabling infrastructure.
- Supporting housing projects that will create thousands of future homes across the Northern Rivers.
- Investing in affordable rental housing for low-to-moderate income earners.
The RLP is being delivered in conjunction with the $880 million Resilient Homes Program (RHP), which is jointly funded by the Australian and NSW Governments.

Housing assessments - complete
We funded two projects that are now complete - an assessment of the economic feasibility of high-density housing in the Ballina CBD, and a design report into medium density housing development on council-owned land at Hutley Drive, Lennox Head.
The Ballina Marina and Treelands Crescent projects were also supported by the RA, with RA helping to facilitate discussions and strengthen relationships between Ballina Shire Council, Homes NSW, Crown Lands and other stakeholders. The project centred on Council’s vision for the Ballina Marina precinct, including housing, commercial development, marina expansion and public open space, as outlined in the Ballina Marina Master Plan Summary and detailed Ballina Marina Master Plan. RA’s role has now been completed, with the project transitioning to the relevant delivery agencies and Council to continue exploring future opportunities for the site.
These projects are a key step towards unlocking housing potential in Ballina and encouraging investment in centrally located homes, directly supporting the Ballina Shire Housing Strategy's goal of housing local workers.

Saddle Road Precinct at Brunswick Heads - in planning
We have funded planning and technical studies for the proposed Saddle Road precinct at Brunswick Heads, which could deliver up to 500 new homes. Gulgan Village is a proposed new residential community located within the northern part of the precinct. A planning proposal to rezone land and shape the future of Gulgan Village were on public exhibition from 12 June to 12 July 2026. Our funding supports the development of a Structure Plan for the broader precinct.
RA is continuing to work with Byron Shire Council to support the activation of the site including investigating mechanisms for funding to support the delivery of the enabling infrastructure required.

Station Street, Mullumbimby - in planning
We are working in partnership with Landcom and Byron Shire Council to deliver affordable rental homes on a Council owned carpark at 57 Station Street in Mullumbimby. The site is proposed to be used to deliver up to 32 dwellings including studios, and 1 and 2 bedroom units for people on low-to-moderate incomes.
Since the initial public exhibition in 2025, the proposal has been refined in response to community feedback, Council input and updated technical studies. The updated development application has been submitted to Byron Shire Council and is on public exhibition from Monday 22 June 2026 for 8 weeks.

Byron Affordable Housing Contribution Scheme 02 - complete
We funded Byron Shire Council to explore the feasibility of requiring affordable housing to be included in new developments, and the preparation of the Byron Affordable Housing Contribution Scheme No 2.

Flood information certificates – complete
RA provided funding to support Clarence Valley Council to develop an interactive and automated flood information portal, with the ability to generate certificates with flood levels and property information. The RA is working with Council to deliver this project as part of a package that includes additional funding through the Northern Rivers Recovery and Resilience Program (NRRRP) and broader flood awareness activities.
The initial outputs from the RLP funded component of the project can be viewed through the Clarence Valley Council online mapping tool. The NRRRP project will provide users with access to flood summary information reports for properties through a flood information portal expected to be finalised late in 2026.
Summerland Way site at Junction Hill - pre-construction
RA led the preparation of a Transport Study for Junction Hill in collaboration with Transport for NSW and Clarence Valley Council. The study has been completed and identifies the intersection upgrades needed to unlock the development of up to 1,000 new homes at Summerland Way and Trenayr Road, Junction Hill.
The first stages of the development are available for sale, and intersection upgrades are needed to unlock the remainder of the site. RA is continuing to work with Clarence Valley Council to support the activation of the remainder of the site including investigating mechanisms for funding to support the delivery of the enabling infrastructure required for future stages.
Development at Junction Hill is recognised in Clarence Valley’s Open Space Strategic Plan.
Mayfield Estate, Kyogle - complete
We have supported the completion of planning approvals and master planning to accelerate delivery of 40 lots at Mayfield Estate, while also exploring opportunities for Resilient Homes Program house relocations.
Kyogle Local Growth Management Strategy - complete
We provided Kyogle Council with funding for the draft Kyogle Local Growth Management Strategy which has been completed and released for public display in June 2025.
CBD revitalisation options - complete
We provided funding towards presentation of site development options for the former IGA building as part of the broader ideas for the town centre's revitalisation.
Pilot house relocation – in planning
We are undertaking a feasibility assessment to see if a second pilot program can be delivered to relocate a RHP buyback home to the Kyogle LGA. The first pilot program has been completed at Mount Pleasant in the Lismore LGA.
Kyogle Future Land Use Plan – in delivery
We are working with Kyogle Council to develop the Kyogle future land use plan. The plan will identify short, medium and long-term land use opportunities for RHP buyback properties.

Lismore Water and Sewer modelling - complete
RA supported water supply system modelling for urban areas in the Lismore LGA. This supported the rezoning of 1055 Bruxner Highway for around 350 blocks of land for housing and supports Council’s strategic planning for future urban growth and infrastructure planning.
Affordable housing Goonellabah – in planning
Lismore City Council is contributing land at 69 Cynthia Wilson Drive, Goonellabah, for the development of 40 affordable housing units by Landcom. Council is also providing a long-term lease to support the development of 16 affordable rental townhouses by Landcom at 44 Bristol Circuit, Goonellabah. Community consultation for these projects was carried out in early 2025.
RA is working with Landcom, Lismore City Council, Homes NSW and a community housing provider to deliver the project. The project is funded through contributions from RA, Homes NSW and the Commonwealth Building Better Regional Cities Grant program.

Mount Pleasant Estate, Goonellabah – in delivery with sales commenced
Mount Pleasant Estate is a master planned development that responds to community feedback and supports a variety of land and housing types.
North Lismore, Dunoon Road – pre-construction
The Dunoon Road site will deliver 76 housing lots close to flood-impacted communities in North Lismore, helping to retain a sense of community identity and connection for residents.
East Lismore, Crawford Road – pre-construction
Landcom and RA are working to deliver a sustainable and resilient neighbourhood in East Lismore. Following community feedback earlier this year on Stage 1, Landcom is seeking feedback on shaping the full 72-hectare site, which could support over 500 much-needed homes and new open spaces.
Lismore Precinct planning – in delivery
In partnership with Lismore City Council, we are working with an expert consultant team led by REALM studios to identify practical, flood-compatible land uses for RHP buyback properties that will support recovery, resilience and community wellbeing. Four precinct plans will be delivered covering Lismore Centre, East Lismore, South Lismore and North Lismore.

Summerland Estate, Fairy Hill, north of Casino - in planning
We have provided funding to Richmond Valley Council to progress planning, infrastructure investigations and a business case for a large subdivision that could accommodate up to 1,500 new homes. The business case is complete. Further investigation is required to understand the enabling infrastructure needed to connect services to the site, before formal consideration of the rezoning of the land to allow for residential development.
Council has also secured funding through the NSW Government’s Regional Strategic Housing Planning Fund (RSHPF) to prepare detailed designs and staging strategies for the enabling infrastructure to complement the work completed to date through the RLP.
We are also providing funding and resources to complete the additional studies required to support a rezoning proposal and will continue to work with Richmond Valley Council to support the activation of the site including investigating mechanisms for funding to support the delivery of the enabling infrastructure.

Richmond Valley Future Land Use Plan – in delivery
We are working with Richmond Valley Council to develop the future land use plans for Casino and villages. The plans will identify short, medium and long-term land use opportunities for RHP buyback properties.

North Arm Road, Murwillumbah – in planning
We are partnering with Tweed Shire Council and industry partners to progress up to 250 future housing lots at North Arm Road, Murwillumbah. Current work includes completing infrastructure planning and progressing rezoning, while funding key enabling infrastructure including a sewer pump station and rising main.

Greenhills Lodge – in planning
We are also supporting Tweed Shire Council to progress future housing opportunities at the former Greenhills Lodge site in South Murwillumbah. This project is in early planning, with more information in Council’s media release.
South Murwillumbah Master Plan – in delivery
We are working with Tweed Shire Council to develop the South Murwillumbah Master Plan. The plan will identify short, medium and long-term land use opportunities for RHP buyback properties and improve connections with surrounding precincts.

The Northern Rivers Resilient Lands Strategy (PDF 3.97MB) (PDF 3.97MB) is driving delivery of safer housing in the region.
We are implementing the strategy in collaboration with councils and a wide range of stakeholders across the Northern Rivers.
The strategy pinpoints key sites for fast-tracked development, backed by the RLP. The strategy details how we chose these sites, how we consulted with the community, and how we'll support homeowners who need to relocate.
Working with councils and other partners, our program boosts, not replaces, existing housing developments.
Support and registration
If you’re a Resilient Homes Program participant who has accepted a buyback offer, you’ll be given the first opportunity to purchase new land and homes from Resilient Lands Program priority sites before they’re offered to the open market.
Register your interest for the Resilient Lands Program with our Concierge Service so you can be informed about program updates, site announcements and site engagement opportunities.
The Concierge Service provides support for Resilient Homes Program customers who have received buybacks.
