Mount Pleasant Estate - Goonellabah

The Mount Pleasant Estate masterplan has been finalised and the NSW Reconstruction Authority (RA) has commenced the sale process for 18 lots, 4 relocated homes and 6 community title units at the Goonellabah site. 

The new estate masterplan reflects what community members and Resilient Lands Program (RLP) participants told us throughout engagement sessions held in 2024 and 2025. We heard there was an interest in diverse housing options to meet participants’ needs such as their life stage, accessibility requirements and budget. 

The final masterplan includes:

• 18 land lots ranging in size from 559m² to 1300m²
• 6-one-and-two-bedroom community title units
• 4 relocated homes recently renovated by RA.

The units and homes will be sold as house and land packages.

Offer process 

RA will adopt a tiered pricing and eligibility process (with 4 groups of purchasers) to sell the lots, relocated homes and community title units. 

The grouping determines the rank order in which participants will be offered the option to buy, and the price will they be offered (within market range). 

• Group 1 - RHP owner/occupier registered with RLP and actively engaged in RA’s development of Mount Pleasant Estate. Sale process commenced in June 2026.
• Group 2 - RHP owner/occupier registered with the RLP but not engaged in in RA’s development of Mount Pleasant Estate
• Group 3 – RHP owner/investor
• Group 4 - open market

Participants will be asked to nominate the property/properties they are interested in and a ballot process will follow where there is more than one person interested in a particular property.  Subsequent groups will be provided with option to nominate on remaining properties.

Community title units

The community title units are in design and development stage.  Participants who are successful in their nomination for one of the 6 community title options will be registered and continue to inform the development phase until such time a deposit is required to secure a unit. These units are expected to be completed mid-late 2027.

Finalising a sale 

Following notification of their allocation, the participant will then enter the sales contract process with RA. Contract negotiations will be facilitated by an external legal/conveyancing firm. This process will be consistent with a typical property sales process, and participants will need to seek their own legal/conveyancing advice.
