Community Capability Building Project
About the project
The Community Capability Building Project (CCBP) was established following recommendations from the 2023 Review of Emergency Services Volunteering.
The review highlighted the need for stronger systems, skills and support to manage informal volunteers during disaster recovery.
The project has been shaped through consultation with experts across NSW Government. It aims to build the capability and confidence of councils and community organisations to engage, support and coordinate informal volunteers when communities are recovering from disasters.
What the project provides

- practical advice on how to plan for and work with informal volunteers safely
- simple tools to help organisations get ready before a disaster happens
- tips for communicating with, supporting and looking after volunteers
- chances to connect with local partners and learn from shared experiences
What the project will deliver
- easy‑to‑understand guidance on planning for informal volunteers during recovery
- real‑life examples and activities based on recent NSW disaster experiences
- practical tools to manage safety, wellbeing and risk when working with volunteers
- interactive activities to explore volunteer roles, onboarding and coordination
Participants will leave with practical tools, hands‑on training and increased confidence to support coordinated, community‑led recovery efforts.
