Resilient Lands Program
The Resilient Lands Program (RLP) is creating safer places to live across the Northern Rivers by unlocking much-needed land supply for housing. The program will offer a range of new home and land options, as well as support for relocating existing homes.

Resilient Lands Program
The RLP is a $100 million state government-funded program focused on identifying and unlocking land to provide safer places for people to live in the Northern Rivers.
It’s part of a package of measures to provide more housing choices by accelerating the supply of land and housing for flood impacted residents across the Northern Rivers.
The RLP is being delivered in conjunction with the $880 million Resilient Homes Program (RHP), which is jointly funded by the Australian and NSW Governments.
The RLP aims to complement the RHP program due to constraints in the housing market across the Northern Rivers. Fundamentally, the market is not delivering at the speed, the scale, the price, or with the type of land and housing opportunities to meet the needs of Resilient Homes Program buyback participants and the broader community.
Resilient Lands Strategy
The Northern Rivers Resilient Lands Strategy (PDF 3.97MB) sets the direction for safer housing in the region. It helps unlock land to support flood-affected residents relocate and strengthens the region's resilience.
We are implementing the strategy in collaboration with councils and a wide range of stakeholders across the Northern Rivers.
The Strategy pinpoints key sites for fast-tracked development, backed by the RLP. The strategy details how we chose these sites, how we consulted with the community, and how we'll support homeowners who need to relocate.
Working with councils and other partners, our program boosts, not replaces, existing housing developments.
Priority Sites
Mount Pleasant Estate
Mount Pleasant Estate at Wedgetail Circuit, Goonellabah will be a master planned development that supports a variety of land and housing types. The development includes four relocated and renovated homes, purchased under the Resilient Homes Program (RHP) and moved onto the site, and proposed different sized lots which could be developed for relocated, new detached, duplex or community title homes.
The NSW Reconstruction Authority (RA) has prepared a draft Masterplan for Mount Pleasant Estate to show what land and housing options could meet the needs of RHP Home Buyback participants. Using feedback from participants and technical assessments, RA is finalising the Masterplan for lodgement with Lismore City Council.
RA expects that lots at Mount Pleasant Estate will be available in stages, starting with the relocated house and land packages in the first quarter of 2026. All lots will be offered to RHP participants who have registered for the Resilient Lands Program in the first instance.

North Lismore
The North Lismore development site is the closest site to flood-impacted communities in North Lismore, helping to retain a sense of community identity and connection for these residents. It has existing development consent to deliver 85 housing lots. There is potential to help meet the need for more affordable and well-located housing in this area.
Adjacent to the site, Schools Infrastructure NSW is planning for the new Richmond River High Campus with integrated infrastructure improvements.
East Lismore
RA has purchased 72 hectares of land at East Lismore from Southern Cross University, with around 400 new homes proposed to be delivered in partnership with Landcom.
At least 20 per cent of this development will be set aside for affordable rental housing, with a number of lots suitable for relocated homes.
Early planning is underway for a mix of land sizes and housing types, as well as land suitable for relocating existing homes from flood affected areas. Participants in the Resilient Homes Program will have priority access to purchase new land and housing, with prices to reflect the local market.

Progressing site planning with councils
We're also partnering with councils to help build housing in their communities faster. The Resilient Lands Strategy explains more about these projects.
Ballina Shire Council:
Hutley Drive, Lennox Head
Ballina Shire Council has received $210,000 to boost local housing options. This funding is for progressing opportunities with HomesNSW; improving feasibility of development in Ballina; and to help will fast-track the planning and design of much-needed medium-density housing on Council-owned land at Hutley Drive, Lennox Head.
Our support will ensure the homes are built on flood-resilient land and can support local buyback participants in the region. It's a key step towards unlocking housing potential in Ballina and encouraging investment in centrally located homes, directly supporting the Ballina Shire Housing Strategy's goal of housing local workers.
Byron Shire Council:
Saddle Road Precinct at Brunswick Heads
Brunswick Heads is benefitting from up to 600 new homes thanks to a $300,000 investment. This funding supports the Saddle Road Precinct development, covering the creation of a Structure Plan, an Infrastructure Priority Plan, Aboriginal heritage and other technical studies and community engagement for the project.
Clarence Valley Council:
Summerland Way site at Junction Hill
We are are leading the preparation of a Transport Study, in collaboration with Transport for NSW and Clarence Valley Council to inform intersection upgrades needed to unlock the development of land for up to 1,000 new homes.
Kyogle Council:
We are partnering with Kyogle Council and landowners to progress development of land for new and relocated homes to meet the needs of buyback participants. Taking a place-based approach, the project will support the town centre's revitalisation and help keep Kyogle's communities together.
Richmond Valley Council:
Summerland Estate, Fairy Hill, north of Casino
We have provided funding to Richmond Valley Council to progress planning and infrastructure investigations and a business case to progress the development of a large subdivision that could accommodate up to 1,500 new homes over time.
Tweed Shire Council:
North Arm Road
We are unlocking the development of land at North Arm Road, Murwillumbah by working with the council and landowners to facilitate planning and infrastructure upgrades.
Co-funded affordable homes
We are also working on affordable rental housing projects co-funded with Landcom, councils and community housing providers. As part of this, up to 88 new, affordable rental homes are planned for Mullumbimby and Goonellabah within two years, which will support low-to-moderate income earners.
At 57 Station Street, Mullumbimby, Byron Shire Council-owned land will be used to deliver up to 32 dwellings including studios, and one and two bedroom units for people on low-to-moderate incomes. Landcom invited the community to provide feedback on this development in late 2024. You can learn more about this project at Landcom Mullumbimby.
Lismore City Council is contributing land at 69 Cynthia Wilson Drive, Goonellabah for the development of 40 affordable housing units. On land at 44 Bristol Circuit, Goonellabah, 16 affordable rental townhouses are proposed. A long-term lease from Lismore City Council supports the development.

If you’re a Resilient Homes Program participant, who has accepted a buyback offer, you can register for the Resilient Lands Program. You’ll be given the first opportunity to purchase new land and homes from Resilient Lands Program priority sites before they’re offered to the open market.
