Final call for applications for the Resilient Homes Program
Frequently asked questions about closure dates for all stages of the Resilient Homes Program in the Central West, including when applications close.
Flood-affected Central West residents who haven't yet applied to the Resilient Homes Program are encouraged to apply by 31 March 2026, to ensure all resilience building work and buybacks can be completed before the program ends in June 2027.
More than 300 Central West homeowners have applied for assistance from the Resilient Homes Program since its launch in October 2024. We are now helping residents finalise applications and progress with renovation works to strengthen and raise their homes, to reduce the risk and impact of future floods.

If you have not lodged an application through the online SmartyGrants platform, we encourage you to do so by 31 March 2026 so all resilience building work and buybacks can be completed before the program ends in June 2027. If you have applied for the Resilient Homes Program:
Buybacks - all property purchases must be settled by 30 June 2026.
Resilient Measures - all renovation and building works must be completed, and payments submitted by 31 March 2027, to allow acquittal by mid-June 2027.

The Resilient Homes Program must be completed by 30 June 2027, in line with RA’s funding agreement with the Australian Government.
Applying before 31 March 2026 means applicants will still have time to be assessed and progressed through to settlement and/or works before the program ends.
The timeframes needed to complete Resilient Measures works will be different for everyone, and the RA is committed to supporting homeowners at each step.
In the Central West, we’ve completed 237 home assessments to support homeowners to plan for future works. We’ve also made 11 buyback offers with 7 accepted to date in areas with the highest flood risk.*

Our focus is on helping those at highest risk from future flooding.
In the Central West, more than 300 homeowners may be supported with a Buyback or a Resilient Measures grant as part of the $40 million program.
Your application
Homeowners in high-risk areas are encouraged to apply if they are eligible. Participation in the Resilient Homes program is voluntary and applies to homes impacted during the 2022 flooding. Similar support may not be available in the future.
Your home may be eligible for either a Buyback or Resilient Measures grant – this will be determined when we consider your property’s circumstances and how it has been impacted by flooding and its future risk to flooding.

Homeowners who have received an offer and want to act on it should do so as soon as possible. Planning and building work takes time and all work must be completed by 31 March 2027, with all payments finalised by mid-June 2027. Resilient Measures
Resilient Measures include actions to mitigate the impacts of a future flood, such as:
- retrofitting your home with flood-resilient materials
- raising, rebuilding or relocating your home.
Homeowners in flood-affected areas of the Central West are encouraged to contact the RHP Customer Engagement Team if they have not already applied to discuss eligibility. It’s a good idea not to self-assess eligibility – if you were impacted by the 2022 floods, it’s likely you’ll be eligible for a grant, as long as you meet the other criteria.
If eligible and following a home assessment, homeowners will receive a tailored home assessment report. The report provides guidance on works which can be undertaken at their home to improve its resilience. Homeowners can decide which works to pursue, take steps to scope the works, apply for a grant, and then commence works, with support available from the RHP Customer Engagement Team and our resilience technical experts.

We will send your individually tailored Home Assessment Report following the inspection.

A range of supports are available for homeowners progressing through the Resilient Measures program:

- Eligible homeowners can receive government grants of up to:
- $100,000 (incl. GST) for home raising, rebuilds, or relocations, or
- $50,000 (incl. GST) for retrofits.
- Double the available funding with co-contributions from homeowners
Homeowners eligible for the above grants may also seek an extra $20,000 (inc GST) for upfront costs such as planning, design and approvals (management consultants also eligible).

Yes, homeowners eligible for Resilient Measures can apply for a Home Relocation grant of up to $100,000 including GST to relocate their current home to a safer location on their property, or to another property in the region. This does not apply to recipients of a Home Buyback, a gifted home or a home purchased through EOI or auction.
Cabonne Council has received funding to deliver up to 20 lots in Eugowra as part of the Cabonne Housing and Land Development Project. More information on this project is available from Cabonne Council.
Home Buyback
Home Buybacks may be available where there is a high risk to life in future flood events. Homeowners in flood-affected areas of the Central West are encouraged to contact the RHP Customer Engagement Team if they have not already applied to discuss eligibility. It’s a good idea not to self-assess eligibility.
While our priority is to relocate homes wherever possible, some dwellings must be demolished. Each home is assessed following settlement including for hazardous materials, structural integrity and viability for relocation (for example, there may be obstructions that prevent relocation, or it may not be able to be relocated due to its construction type). Homes that are structurally unsound, severely dilapidated or are a brick-on-slab are not suitable for relocation.
Where possible, Buyback participants are given the opportunity to either relocate or gift their homes. They can also retain materials for future use, including windows, solar panels, and kitchen fixtures.
