Preparing a quote
- Homeowners receive a Home Assessment Report outlining resilient building works they are eligible to apply for.
- Licensed contractor works with the homeowner to decide on what resilient building works they wish to undertake.
- Licensed contractor prepares a detailed quote that outlines the costs and scope of work in line with the Flood Resilient Design Guide (PDF 9.73MB).
Additional funding for feasibility and scoping
For house raising, relocations and rebuilds, preliminary planning and design works will usually be required to enable a Development Application to be submitted to local council. Additional funding of up to $20,000 may be available for homeowners to undertake these preliminary works.
Suitably qualified professionals (including licensed builders, engineers and architects) can assist homeowners with these preliminary works by acting as a Managing Consultant. In limited circumstances, funding may also be considered for complex resilient retrofit works that require specialist investigations prior to preparing a detailed scope of works and quote. Contact RA on 1800 844 085 for further information.
What do I need to do?
- Review Home Assessment Report and discuss with homeowner.
- Prepare a quote with a detailed, itemised scope of work.
- Check all materials to be used align with the Flood Resilience Technical Guide.
- Ensure proposed works are identified in the Home Assessment Report.
- For complex building works (such as house raising) review the Managing Consultant factsheet and discuss with homeowner.
- Complete the Payment Information Form – Contractor.

Assessing a quote
- Homeowner submits quote to RA for assessment and approval.
- Licensed contractor submits Payment Information Form to RA to enable payments.
- RA may seek further information or changes to ensure eligibility of works and costs align with industry benchmarks.
What do I need to do?
- Respond to any requests for information from the RA.
- Ensure your quote provides sufficient detail and aligns with program guidelines.
- Ensure your contractor licence and insurances are up to date.
- Submit Payment Information Form to RA.
- Continue to communicate with the homeowner regarding any proposed changes to the scope of works or quote.

Approval of funding
- RA notifies the homeowner and builder of funding approval.
- RA provides homeowner with:
- Letter of Offer
- Deed Poll
- Building contract special conditions.
What do I need to do?
- Confirm homeowner wishes to proceed with works.
- Review the building contract special conditions and milestone requirements.
- Confirm homeowner has signed their Deed and returned this to RA.

- RA Building Contract Special Condition.
Things to consider
- Approval to proceed will not be provided until RA has received the signed Deed Poll from the homeowner.
Drafting a works contract
- Licensed contractor drafts a contract to deliver works.
- RA reviews draft contract to confirm it meets program requirements.
- RA seeks further information where required.
- RA notifies homeowner and licensed contractor that the contract meets program requirements.
What do I need to do?
- Work with homeowner to draft contract.
- Ensure contract includes the approved quote and scope of works.
- Ensure contract includes the mandatory RA building contract special conditions.
- Respond to any requests from RA.
- Confirm homeowner has signed their Deed Poll and provided a copy to RA.

- Approved quote.
- RA building contract special conditions.
- MBA or HIA standard contract for NSW residential building projects.
Things to consider
Works should not commence until RA has confirmed the draft contract meets program requirements.
All RHP funded resilience works must be undertaken under a contract that includes the approved RA building contract special conditions. The special conditions need to be referenced and attached to one of the following contracts:
- Master Builders Association Residential Building Contract (BC4)
- Housing Industry Association NSW Residential Contract for Renovations & Additions
- Housing Industry Association NSW Residential Building Contract for New Dwellings
RA will only approve funding for works delivered under one of the above contracts with the relevant special conditions included.
Executing a works contract
- Licensed contractor and homeowner sign contract.
- Copy of the executed contract provided to RA.
- RA provides licensed contractor with a Purchase Order number for invoicing.
What do I need to do?
- Work with homeowner to execute contract.
- Ensure ALL homeowners sign the contract.
- Ensure RA is provided a copy of contract.
- Obtain insurances where required (e.g. HBCF insurance).
- Include Purchase Order number on milestone invoices.
- Complete and return the Payment Information Form (if not already done).
Supporting documents
Commencing works and getting paid
- Licensed contractor commences work.
- Milestone evidence submitted to RA.
- Milestone Payment Claim Forms submitted to RA.
- Invoice for milestone payments submitted to RA.
What do I need to do?
- Commence works in line with approved scope of work and executed contract.
- Submit evidence for Milestone 1 payment, which may include:
- signed building contract
- HBCF insurance (where required)
- Construction Certificate (for home raise, relocation and rebuild works).
- Submit evidence for each additional milestone as per milestone requirements outlined in the building contract special conditions, for example:
- photos of works completed
- trade certificates
- for waterproofing works, complete the Waterproofing Certificate.
- Complete the Milestone Payment Claim Form ensuring the payment amount and deliverables match the milestone requirements outlined in the building contract special conditions.
- Prepare an invoice ensuring that it meets RA invoice requirements (refer to invoicing factsheet).

Things to consider
RA will only pay invoices that match the scope of works and costs detailed in the approved quote and building contract special conditions.
Finalising works
- Licensed contractor completes works and provides evidence to RA.
- RA may undertake a completion inspection (if required).
- Final milestone invoice submitted to RA.
What do I need to do?
- Complete the Milestone Payment Claim Form ensuring the payment amount and deliverables match the milestone requirements outlined in the building contract special conditions.
- Submit final milestone evidence:
- for resilient retrofit works, provide a signed Contractors Certificate of Practical Completion to RA
- for home raise, rebuild and relocation works, provide an Occupation Certificate to RA.
- Facilitate site access for RA to undertake a completion inspection (if required).
- Prepare and submit a final invoice ensuring that it meets RA invoice requirements (refer to invoicing factsheet).
