Steps to purchase a buyback home for relocation
The NSW Reconstruction Authority (RA) is offering selected buyback homes for purchase and relocation via auction. The steps to purchase and relocate a home from RA are outlined below.
Decide if relocating a home is for you
Relocating a home is a significant undertaking. Much like building a new house, it involves a number of important decisions that will require careful planning, budgeting and management. Being well-informed is the key to making the process smoother and more successful. Interested buyers should request a copy of the sale contract from the appointed real estate agent and seek independent legal advice before bidding at auction.
RA has resources available to help you understand more about the process of relocating a home and the things that you should consider before deciding if a relocatable home is right for you.
Find out about opportunities and homes available
RA is working with local real estate agents to provide a program of home releases. Appointed agents will be managing the sale of buyback homes for relocation. It is recommended that you visit the real estate agent’s webpage to view current homes for sale.

View the homes and decide your budget
The real estate agents listed can be contacted for more information on homes and the sale timeframes. You should do your own research on the costs and process for relocating a home. It is recommended you view the home/s you are interested in purchasing prior to the auction and seek independent advice from a relocation specialist and/or builder. Consider additional costs such as the cost of the land, the cost of relocation and the cost of re-establishment of the dwelling. This will help you to decide how much you are prepared to offer for a home. Prior to the auction you will need to register to bid with the relevant real estate agent.
Attend the auction and make an offer
Each home will be sold at a public auction. The real estate agent representing the home will advertise the auction date. At the auction, those who have registered can bid for the homes. The winning bidder for each home will enter a contract with RA for the purchase of a home. This will include paying a deposit and agreeing to meet the conditions set out in the sale contract. The real estate agent can provide you with a copy of the sale contract before the auction.
Relocate the home
Buyers will have up to the end of 2026 to relocate the home from the RA’s land. Homes can only be moved to sites that are outside of the Priority 1, 2 and 3 zones according to RHP's Flood Prioritisation Maps where relevant. Frequently Asked Questions
Decide if purchasing a home to relocate is right for you. Visit the nominated real estate agent’s websites to view homes, see scheduled inspection times and ask about the auction process.
RA appointed real estate agents will advertise inspection dates for each home. It is recommended that interested buyers bring their contractors to open homes. RA cannot facilitate inspections outside scheduled open homes.
If, at the auction, your bid is the highest you will enter a contract for the purchase of the home and pay a deposit.
All buyers must demonstrate that homes will not be moved to land in Priority 1, 2 and 3 zones according to the RHP Flood Prioritisation Maps, where relevant.
The House Sale Contract sets out the terms of the purchase including the agreed purchase price at auction and the obligations of the buyer.
These include the buyer’s responsibility to engage a relocation contractor as per RA site access arrangements, obtain all relevant approvals and permits, arrange removal of asbestos according to relevant legislation, relocate the home from RA land within 12 months and to leave RA’s site clean, tidy and safe.
Purchasers will be required to pay a deposit upon entering the contract.
Before bidding at the auction, interested buyers should request a copy of the sale contract from the appointed real estate agent and seek independent legal advice.
Many of the homes purchased by RA through the RHP Buyback program are potentially relocatable and may be made available for sale.
RA will continue to release these homes throughout the Northern Rivers during 2025. The number of homes offered for sale at each auction will vary.
The Expression of Interest (EOI) was designed to test the interest, land availability and capacity of Northern Rivers community members to purchase relocatable homes.
The response to the EOI demonstrated strong community interest, capacity to purchase and residents who already had land available.
This showed we could remove the step to evaluate buyers and their readiness to purchase, and that an auction program was suitable to meet the local demand for these homes.
So, to make the process simpler and quicker, we moved away from expressions of interest to an auction process.
RA is establishing a panel of real estate agents within the Northern Rivers. The details of agents engaged by RA to sell relocatable homes will be added to this webpage.
Real estate agents who are interested in partnering with RA to sell RA relocatable homes need to register on Buy NSW and submit a tender response.
After buyback homes are purchased by RA, they all need to be progressively removed from high flood risk areas to improve community safety and resilience to future flood events.
RA intends to make as many buyback homes as possible available for relocation.
Our priority has always been to relocate and reuse, we have developed policies to support this. Where these options are not possible, homes will be assessed for demolition. Where possible material will be recycled.
Any NSW Government funds remaining from the sale of relocatable buyback homes after costs, will be reinvested into the Resilient Homes Program as it continues to be rolled out across the region.
