NSW Digital Inclusion Strategy

This strategy is the State’s first comprehensive framework developed to address the digital divide in NSW. It aims to ensure all people in NSW can access, afford, and safely engage with digital technologies and online resources, while maintaining offline options for essential services.

Overview

The NSW Digital Inclusion Strategy (the strategy) is based on research and consultation and was co-designed with input from digitally excluded communities, the public, government agencies, non-government organisations and industry. 

It is a key deliverable under Mission 1 of the NSW State Digital Strategy, to make digital services accessible, inclusive and connected for everyone in NSW.

What is digital inclusion?

Digital inclusion means having the opportunity to fully participate in the digital world, regardless of circumstances. It involves reliable internet access, affordable devices and services, digital literacy skills, accessible online resources, and confidence in using technology safely and securely.  

What will the Digital Inclusion Strategy do?

The strategy aims to provide a more inclusive and equitable digital future for NSW. It addresses key barriers such as connectivity, affordability, digital ability, accessibility, and digital trust and safety. It sets the direction for initiatives that will improve digital access and participation, ensuring all people of NSW can engage with digital opportunities.

The strategy can also help drive broader economic benefits. According to The Economic Benefits of Overcoming Digital Inclusion report by Good Things Australia, closing the digital divide in Australia could generate $467 million annually in economic benefits nationally, including $206 million from telehealth and $65 million from workforce upskilling. 

Who is most at risk of digital exclusion?

The strategy focuses on supporting those known to experience lower levels of digital inclusion in NSW, including:

  • socio-economically disadvantaged individuals
  • Aboriginal and Torres Strait Islander people 
  • people with disability
  • older people (aged 60+ years)
  • Culturally and Linguistically Diverse (CALD) communities
  • residents in rural and remote areas
  • women 
  • LGBTIQ+ individuals.

Help people use digital networks, devices and services in a secure and safe way.

Strategy implementation

NSW Telco Authority will lead the implementation and delivery of the NSW Digital Inclusion Strategy and action plan. This will provide a consistent and cost-effective way for the NSW Government to address the digital divide across the state.
