The NSW First Nations Business Sector Reports provide detailed analysis of the size, diversity and growth of First Nations businesses across the state. They show how the sector has evolved over time and highlight opportunities and challenges that affect First Nations business owners.
2025 report
The 2025 report builds on the 2022 baseline and shows how the sector has changed. It explores emerging opportunities in:
- The renewable energy transition
- Supporting women-led businesses
- Improving access to government procurement
It also provides practical information on how First Nations businesses can access support and services to grow.
This latest release helps government and community stakeholders develop policies and programs that strengthen the First Nations business sector.

Previous reports
The 2022 report offers the first NSW-specific baseline of the First Nations business sector. Developed in consultation with First Nations businesses, it supports over 5,000 business owners to participate in the economy in ways that are self-determined and aligned with cultural values and aspirations.
First Nations businesses create pathways to financial security and autonomy through employment. They also strengthen cultural connection and support healing within communities.
The report identifies key barriers to growth, including:
- Limited access to financial capital and insurance
- Lack of culturally safe business support
- Digital exclusion
- Land access and use restrictions
It also highlights the need to:
- Create pathways for First Nations women into business
- Continuously improve procurement policies
This report aligns with the NSW Government’s commitments under the National Agreement on Closing the Gap.
