Newpin Continues to Drive Strong Restoration Outcomes

Newpin continues to play an important role in the NSW Government’s approach to tackling disadvantage and supporting long-term family stability. Delivered by Uniting, Newpin is an intensive, centre-based program which aims to restore children in out-of-home care to the safe care of their families.  Following its successful completion as a Social Impact Bond (SIB), Newpin transitioned to a Payment‑by‑Results contract in 2020 and has recently been extended for a further three years due to its strong outcomes. Since 2013, Newpin has restored over 600 children to the care of their families.

Evolving to Meet Changing Family Needs

Newpin’s sustained impact is underpinned by its capacity to adapt, responding to evolving policy landscape and family needs.

With the latest contract extension, the key program enhancements include:

• Expanding eligibility to families with older children (up to 10 years old) to broaden restoration opportunities
• Providing earlier support to families in Temporary Care Arrangements where children face a high risk of entering out‑of‑home care.

Delivering Lasting Impact Through Outcome-Based Contracts

From its inception, Newpin has been delivered through an outcome-based funding model. This approach has shown how this type of funding arrangement can sharpen the focus on outcomes, align priorities between partners, identify risks early and enable strong collaborative partnerships between Uniting and the Government.
