The NSW Government is investing in Kempsey to meet the needs of young people in contact with the justice system, their families and the wider community.

NSW Government investment in Kempsey

The NSW Government has invested $23 million to address youth crime and improve community safety in regional NSW.
From this $23 million, $3.8 million total is being invested in Kempsey. This funding was announced in November 2025.
This investment builds on a March 2024 announcement of a $26.2 million package of reforms and initiatives to support community safety and wellbeing, particularly in regional NSW.

 

What is the NSW Government doing in Kempsey

Community-led responses are important to create change. This is the approach we are taking in Kempsey.
The NSW Government will work side-by-side with communities and organisations to support young people in Kempsey and help make the community safer.

Kempsey Action Plan

The NSW Government is currently looking at existing services in Kempsey that support young people who are in contact with the criminal justice system and their families. This is to help us:

  • understand what services are available
  • learn where the gaps are
  • make an Action Plan for Kempsey.

The Action Plan will be developed in collaboration with the Kempsey Reference Group. It will be published in 2026.

Kempsey Reference Group

A local Reference Group (the Group) has been formed with local partners in Kempsey. The group will help make sure the funding goes where it is needed most in Kempsey. The Group is made up of representatives from:

  • Local service providers including Aboriginal Controlled Community Organisations
  • Kempsey Shire Council
  • NSW Police Force
  • Department of Communities and Justice.
  • NSW Health
  • NSW Department of Education
  • Premier’s Department including NSW Aboriginal Affairs.

The first meeting took place on 3 December 2025. The Group will decide how often they meet.
