Property and Development NSW (PDNSW) has lodged its DA to Dubbo Regional Council to redevelop the existing government office at Carrington Avenue, which follows the submission of a separate DA last month to redevelop an adjacent government-owned building on Brisbane Street.
The plans include a new, internal fit-out for the current building and the construction of a three-storey extension at the rear of the property to create additional flexible, modern office space for workers.
The building will also feature a new facade and will connect to the Brisbane Street development via a landscape-designed pocket park featuring a yarning circle and a pedestrian walkway.
Together, the two DAs will create a 3,500 square-metre precinct to be occupied by up to 700 public servants.
The redevelopment of the two buildings will deliver 400 local trade and construction jobs and $209 million of economic benefits to Dubbo.
The hub will be environmentally sustainable, with targets set to meet 5.5 Star NABERS Energy, 3 Star NABERS Water and 4.0 star Greenstar ratings.
Work on the hub is expected to be completed in 2026, subject to planning approvals and the appointment of a construction partner, with seven government agencies proposed to occupy the premises.

Property and Development NSW Chief Executive Officer Leon Walker said:
“The Dubbo workplace hub is a critical piece of infrastructure for the Central West that will ensure regional public servants have access to a modern workplace that delivers quality and vital services for the people of NSW.
“Our Government has decided to develop both buildings at Carrington Avenue and Brisbane
Street to ensure we provide flexible workspace for hundreds of public servants, as part of our efforts to bring workers into offices across the state and support local economies.”
Property and Development NSW Executive Director – Commercial Development Stace Fishwick said:
“Pending planning approval, public servants working out of Dubbo will be able to do their best work in a modern new workspace at Carrington Avenue, or the refurbished iconic heritage building at Brisbane Street.”
“The recent delivery of the Maitland workplace hub is a great example of how PDNSW is working to consolidate our regional workforces and improve service delivery, while increasing worker collaboration and productivity.”
