Repurposing the site
We are repurposing the under–used NSW Government–owned site at 80 Betty Cuthbert Drive, Lidcombe to create a new, integrated, community–focused neighbourhood that will deliver real benefits for locals and the people of Western Sydney.
The plans for the 5.9 ha site include:
- a new wellbeing centre providing neurological health services by not–for–profit service provider, MS Plus, replacing its former on–site health facility which is no longer fit for purpose
- the delivery of 48 new homes, including 18 social and affordable dwellings, to help address housing shortages in the area.
The project involved amending the zoning, enabling works and subdivision of the site to permit the proposed new uses.
The subdivision, once formally registered, will create 3 separate sites, allowing the transfer of land ownership to facilitate the new uses.
A 3.16 ha site will be transferred to Homes NSW to deliver new housing. A separate 8,900 m2 site is already home to the new MS Plus wellbeing centre which opened in March 2025. The 3rd site will be retained by Government.

Background
We worked collaboratively with MS Plus, the NSW Department of Education, Cumberland City Council, Transport for NSW and a range of various internal and external stakeholders, including local residents, to develop a planning proposal to rezone the site.
In September 2021, we lodged a planning proposal with the council and it was placed on public exhibition for early consultation.
In mid-2022, the Cumberland Local Planning Panel and council endorsed the proposal, and it achieved a gateway determination on 1 August 2022.
The proposal was placed on public exhibition from 6 September to 5 October 2022, giving the local community another opportunity to have its say.
The planning proposal was approved in May 2023, along with the rezoning. A development application for the subdivision to facilitate redevelopment of the site was approved in November 2024 and the plan of subdivision has been submitted to Land Registry Services for registration.
Construction started on the new MS Plus health facility in November 2022 and the centre was officially opened in March 2025.
