Nowra workplace hub
The redevelopment of a key NSW Government regional workplace at Nowra to create a modern, sustainable and efficient whole-of-government workplace hub.
The existing NSW Government office building at O’Keeffe Avenue, Nowra is being redeveloped to provide over 1,800 m2 of modern flexible office space to accommodate more than 260 Government employees.
The Government has appointed a builder, Intermain Pty Ltd, to deliver the project, with work starting in late July 2025 and completed by the end of the year.
Once the work is completed, staff from the 6 departments that currently occupy the building will be accommodated on 2 of the 3 floors, providing capacity for the hub to later expand to host more Government agencies or a private sector tenancy.

The existing building opened in the early 2000s and will be redeveloped into a modern, flexible, and sustainable workplace hub allowing public servants to deliver the best quality services to the people of the South Coast.
The upgraded building is targeting a 4.0 Star Greenstar - Interiors ratings. It will also meet the latest NSW Government workplace design standards which include a focus on providing accessible workspaces that meet a range of user needs.
Regional Government workplace hubs:
- enable and support Government employees to live and work in the regions, closer to the people they serve, to help build deeper connections with local communities
- encourage collaboration, innovation and increase employee productivity
- help attract and retain a greater diversity of talented workers in regional NSW.
Background
The NSW Government-owned office building in O’Keeffe Avenue, Nowra is underused and has a dated fit-out.
Property and Development NSW is refreshing the office accommodation to create an exemplary, innovative workplace that responds to the objectives of the Government’s workplace consolidation framework and workplace design guidelines.
Work on the refurbishment of the building began in August 2025.
