Transport Asset Manager of NSW is a NSW Government agency established as a non-commercial public non-financial corporation on 1 January 2025.

Our advisory board
The TAM Advisory Board will operate in accordance with the Transport Administration Act 1988 (NSW), which established an Advisory Board comprising three to seven members appointed by the Minister for Transport, with the Transport Secretary serving as an additional member.

Carolyn Walsh has 40 years’ experience in Commonwealth and NSW public services, specialising in industry, science and transport. She chairs the National Transport Commission, serves on the Board of the NSW Environment Protection Authority and provides consultancy services in safety and risk management.
Her previous roles include Commissioner of the Australian Transport Safety Bureau (2010 to 2020) and Chief Executive of NSW’s Independent Transport Safety and Reliability Regulator (2004 to 2009). Carolyn holds a Bachelor of Economics and qualifications in risk management and auditing.

Patricia Reid has 40 years’ cross-sector international experience including roles as a Non-Executive Director, CEO, CFO and EY Partner. She is a former CEO and CFO of Rail First Asset Management, the largest Australian freight rail leasing, maintenance and rollingstock manufacturing business. Patricia brings a depth of experience across governance, audit and risk, finance, capital raising, strategy and culture development, commercial, industrial operations, and business and technology transformation.
Patricia is the Chair of Australian Kookaburra Kids Foundation and has chaired the Audit and Risk Committee and the Governance and Culture Committee. She is also a non-executive director of Tellus Holdings Group, chair of the Audit and Risk Committee and a non-executive director of the Consumer Policy Research Centre.

Abigail Goldberg has extensive international experience within infrastructure, environment, property, resources and transport sectors. She is an experienced independent Chair and Audit and Risk Committee member across various industries such as planning, water and transport including light rail and Sydney Metro's Retail Advisory Support Panel. Abigail has significant experience in and extensive knowledge of the public sector, having worked with various NSW Government Ministers across energy, infrastructure and planning. She is a Fellow of both the Planning Institute of Australia and the Australian Institute of Company Directors.

Josh Murray is the Secretary of Transport for NSW where he leads a team of more than 29,000 people dedicated to running reliable, essential daily transport services and operations to connect people right across NSW. Josh brings to the organisation his 20 years’ experience in executive leadership and a comprehensive knowledge of the global infrastructure sector. Josh has significant experience in NSW Government having worked in previous Premier, Deputy Premier and transport offices.

Trudi Mares is Deputy Secretary Planning, Integration and Passenger – a division dedicated to representing the voice of Transport for NSW customers, passengers and communities across NSW and using evidence-based insights to create integrated, multi-modal transport plans and customer-focused solutions.
Trudi has over 30 years’ experience in the public sector including NSW Police, National Parks and Wildlife, Department of Justice and Department of Corrective Services. She is also an independent board member of Public Transport Association Australia New Zealand and a member of Institute of Public Administration Australia (IPAA) NSW.
Our partners
TAM appoints and collaborates with several organisations to manage assets on our behalf. We also partner with private businesses and community organisations to manage our commercial infrastructure. These partners must make sure TAM’s assets are safe, well maintained and working as they should. Our partners are:
- Transport for NSW is the government agency responsible for the development of a safe, efficient and integrated transport system.
- NSW Trains manages the operation of NSW TrainLink, providing NSW Regional services and InterCity services between Sydney and the Hunter, Central Coast, Blue Mountains, Southern Highlands and Illawarra and South Coast regions.
- Sydney Trains operates rail services across the metropolitan Sydney area, bounded by Berowra, Emu Plains, Macarthur and Waterfall.
- UGL Regional Linx manages all operations and maintenance on the Country Regional Network in NSW.
- ARTC manages more than 8500 route kilometres of track in New South Wales, Queensland, South Australia, Victoria and Western Australia.
- JLL manages the leasing arrangement for TAM's retail locations. TAM has retail assets available for leasing around vibrant parts of the rail network.
Sustainability and environment
TAM is committed to sustainable and resilient transport outcomes for NSW.
We’re working with Transport for NSW to make sure our assets are resilient to threats such as climate change and cyber-attacks.
We’re helping the NSW rail network move towards net zero emissions by exploring renewable energy opportunities and using sustainable materials to reduce our impact on the environment.
We also work with communities and stakeholders to make sure our plans help communities across NSW thrive.
Safety
Keeping our people, partners and passengers safe is our number one priority.
TAM helps ensure rail assets and infrastructure are safe, reliable, and meet the needs of the community and legal requirements.
Transport for NSW and accredited rail operators operate and manage the rail network. They make sure passenger and freight services are safe and reliable.
TAM checks that risks are managed properly. We make sure everyone involved, like agents and contractors, follows the safety and environmental laws.
