Amendment – Construction Curriculum Framework syllabus

NESA has amended the Stage 6 Construction Curriculum Framework syllabus following the release of version 9 of the CPC Construction, Plumbing and Services Training Package on training.gov.au (8 December 2022).
No impact on HSC courses and their requirements. No changes to HSC Content.
The cover page of the syllabus and associated documents now reference CPCv9.
Reminder – updated performance band descriptions for HSC VET exams

Update to Stage 6 Construction Curriculum Framework syllabus

NESA has updated the Stage 6 Construction Curriculum Framework syllabus following the release of version 6.6 (18 March 2022), version 7.0 (8 April 2022) and version 8.0 (15 September 2022) of the CPC Construction, Plumbing and Services Training Package on training.gov.au.
There is no change to HSC content.
The updated syllabus and Status of units of competency for qualifications in the Construction Curriculum Framework documents based on CPCv8.0 are now available.
Effective immediately.
Summary of changes – updated syllabus:

- Statement of Attainment towards CPC30620 Certificate III in Painting and Decorating – qualification pathway added to 240-hour course and Specialisation Study courses, for school-based apprentices (SBAs)
- associated HSC mandatory units of competency (section 2.5.1):
- CPCCPD2012 Use painting and decorating tools and equipment added as an alternative in Tools of the trade focus area
- HSC elective units of competency (section 2.5.2)
- CPCWHS1001 Prepare to work safely in the construction industry supersedes CPCCWHS1001 (equivalent)
- Additional HSC elective pool for school-based apprentices (section 2.5.3)
- AHCLSC319 Implement a retaining wall project supersedes AHCLSC307 (equivalent)
- units of competency added to support Certificate III in Painting and Decorating pathway:
- CPCCPD2013 Remove and replace doors and door and window components

NESA has amended the Stage 6 Construction Curriculum Framework syllabus following the release of version 6.5 (9 December 2021) of the CPC Construction, Plumbing and Services Training Package on training.gov.au.
No impact on HSC courses and their requirements. No changes to HSC content.
The cover page of the syllabus and qualification overview documents now reference version 6.5 of the Training Package.
Re-developed Stage 6 Construction Curriculum Framework syllabus

NESA has re-developed the Stage 6 Construction Curriculum Framework. The new syllabus and support material based on version 6.4 of the CPC Construction, Plumbing and Services Training Package are now available.
The syllabus format has been simplified and the HSC Content organised in focus areas. The new suite of courses and their course numbers are detailed in the syllabus.
Implementation commences from 2022 with year 11. The first exam based on the new syllabus will be in 2023.
Further advice is available about students intending to complete in 2022 the Construction course(s) they commenced in 2021, and students who want to undertake the 240-hour Construction or Construction School-based Apprenticeship course in one year in 2022 - see Official Notice: Amendment to the existing Stage 6 Construction Curriculum Framework syllabus for 2022 (NESA 33/21).
Amendment to the existing Stage 6 Construction Curriculum Framework syllabus for 2022

The Construction Curriculum Framework based on CPC08v9.8 has been amended to facilitate learner transition and allow access to qualifications and units of competency from CPCv6.4. Registered training organisations (RTOs) are responsible for any gap training to meet the performance criteria and knowledge evidence requirements detailed in units of competency for qualifications based on CPCv6.4.
The Amendment to the existing Stage 6 Construction Curriculum Framework syllabus for 2022 must be read in conjunction with the Construction syllabus Part A and Part B based on CPC08v9.8 (final year of delivery with Year 12, 2022).
The Amendment must be followed where students commenced the Construction (240 indicative hours) course in 2021 with an enrolment in Certificate II in Construction or Certificate II in Construction Pathways and are completing the course in 2022, as well as for students who want to undertake the 240-hour course in one year in 2022 with an enrolment in Certificate II in Construction or Certificate II in Construction Pathways.
The Amendment must be followed where students commenced a Construction School-based Apprenticeship course(s) in 2021 with an enrolment in Certificate III in Bricklaying/Blocklaying, Certificate III in Painting and Decorating, Certificate III in Solid Plastering or Certificate III in Wall and Floor Tiling and are completing the course in 2022, as well as for students who want to undertake the 240-hour course in one year in 2022 with an enrolment in one of these four qualifications.
Students continuing a school-based apprenticeship (SBA) in 2022 with an enrolment in:
- CPC30211 Certificate III in Carpentry,
- CPC31511 Certificate III in Formwork/Falsework, or
- CPC32011 Certificate III in Carpentry and Joinery
have the option to use the extended learner transition (to 27 November 2022) and continue the course(s) as outlined in the ‘old’ (existing) Construction syllabus Part A and Part B based on CPC08v9.8, or transition to the new qualification through the Amendment.
Students completing the Construction (240 indicative hours) or Construction School-based Apprenticeship (240 indicative hours) course in 2022 through the Amendment, will be eligible to sit for the 2022 Construction HSC examination and count the results from the examination towards their Australian Tertiary Admission Rank (ATAR).
The 2022 HSC exam for Construction will be based on the examinable units of competency, including HSC Requirements and Advice, and the employability skills for Certificate II in Construction from the ‘old’ (existing) syllabus.
Schools and colleges should consult with their school system and/or RTO regarding this amendment and delivery of courses from the Construction Curriculum Framework for all their construction students in 2022.
Amendment – Construction Curriculum Framework Part A Syllabus

NESA has amended the Stage 6 Construction Curriculum Framework Part A syllabus following the release of version 9.6 (10 December 2019), version 9.7 (27 February 2020) and version 9.8 (16 February 2020) of the CPC08 Construction, Plumbing and Services Training Package on training.gov.au.
No impact on HSC courses and their requirements. No changes to HSC content.
The cover page of the Part A syllabus now references CPC08v9.8 of the Training Package.
Updated Stage 6 Construction Curriculum Framework Part A Syllabus
(Official notice NESA 53/19)
The Stage 6 Construction Curriculum Framework Parts A and B Syllabuses are now based on version 9.5 of the CPC08 Construction, Plumbing and Services Training Package. CPC08v9.5 was released on training.gov.au on 4 October 2019 and had no impact on Construction Framework courses.
Two other changes that occurred during 2019 do impact the Construction Curriculum Framework:
- 16 January 2019: CPC30318 Certificate III in Concreting superseded CPC30313 (released in the CPCv4 Training Package)
- 6 March 2019: the Vocational Training Order no longer includes provision for a school-based apprenticeship or traineeship in Certificate III in Concreting and Certificate III in Roof Tiling.
Summary of changes to the Framework
The following concreting unit of competency has been updated:
- CPCCCO2022 Select, check and maintain concreting plant, tools and equipment supersedes and is equivalent to CPCCCO2022A Use and maintain concreting plant, tools and equipment.
The term ‘students with special education needs’ has been replaced with ‘students with disability’ (refer NESA 24/19).
The following have been deleted from the Framework:

- Certificate III in Roof Tiling
- units of competency (elective):
- CPCCCO2021A Handle concreting materials
- CPCCCO3041A Place concrete
- CPCCCO3042A Finish concrete
- CPCCCO3043A Cure concrete
- CPCCCO3044A Carry out decorative finishes to concrete
- CPCCCO3046A Repair and rectify concrete
- CPCCCO3053A Slump test concrete
- CPCCCO3055A Install topping slabs
- CPCCRT2001A Handle roof tiling materials
- CPCCRT2002A Use roof tiling tools and equipment
- CPCCRT3001A Tile regular roofs
- CPCCRT3002A Tile irregular roofs
- CPCCRT3003B Repair and replace valleys, valley irons and flashings
- CPCCRT3004B Repair and renovate tile roofs.
The Part A Syllabus on the NESA website has been updated to reflect these changes. These changes do not impact the HSC requirements and advice (examinable content).
Schools and colleges should consult with their school system and/or registered training organisation (RTO) regarding this update.
Stage 6 Construction Curriculum Framework syllabus now based on CPC08v9.4
(Official notice NESA 16/18)
The Stage 6 Construction Curriculum Framework Parts A and B Syllabuses are now based on version 9.4 of the CPC08 Construction, Plumbing and Services Training Package. CPC08v9.4 was released on training.gov.au on 1 May 2017 and had no impact on Construction Framework courses.
Syllabus changes outlined in official notice NESA 10/17 are now in place for all Construction students (ie both students commencing and continuing study in 2018). As a reminder, a summary of the changes are listed below. Parts A and B Syllabuses on the NESA website have been updated to reflect these changes.
- WorkCover NSW was replaced by SafeWork NSW
- CPC31812 Certificate III in Shopfitting was removed – this qualification pathway is available to school-based apprentices through a VET Board Endorsed course
- CPCCSH2002A Use aluminium sections for fabrication has been removed
- CPCCWHS1001 Prepare to work safely in the construction industry replaced CPCOHS1001A
- RIICCM210D Install trench support replaced RIICCM210A
- RIIWHS202D Enter and work in confined spaces replaced RIIOHS202A
- RIIWHS205D Control traffic with a stop-slow bat replaced RIIOHS205A
- RIIWMG203D Drain and dewater civil construction site replaced RIIWMG203A
In addition, the minimum prescribed learning for examinable units of competency CPCCOHS2001A Apply OHS requirements, policies and procedures in the construction industry and CPCCWHS1001 Prepare to work safely in the construction industry have been combined into the one document titled Safety – HSC requirements and advice. Examination details and specifications are outlined in Section 11 Syllabus Part A and Assessment and Reporting in Construction.
Schools and colleges should consult with their school system and/or Registered Training Organisation (RTO) regarding these changes and delivery of courses from the Construction Curriculum Framework for all their Construction students in 2018. School systems will provide further advice in relation to the general construction induction card (white card).
