Update to Human Services Curriculum Framework Stage 6 Syllabus

The Human Services Curriculum Framework Stage 6 Syllabus has been updated to include an additional qualification pathway and elective unit of competency.
There is no change to examinable HSC Content.
The updated syllabus and unit of competency status table, as well as a new course planning template, are now available. A summary of changes is listed below.
Implementation commences with:
- Year 12, 2025 (from Term 4, 2024), and
- cohorts commencing in Term 1, 2025.
Summary of changes:
- qualification pathway added – HLT33115 Certificate III in Health Services Assistance
- this is in addition to the specialisation for this qualification – HLT33115 Certificate III in Health Services Assistance (Assisting in nursing work in acute care) – which is already available in the Framework
- associated HSC stream unit of competency (Section 2.5.2)
- for students enrolled in HLT33115 Certificate III in Health Services Assistance a registered training organisation (RTO) may choose to deliver an alternative unit of competency to HLTAIN001 Assist with nursing care in an acute care environment, provided the unit of competency is listed as an HSC elective (see Section 2.5.3 of the syllabus); it is appropriate to the qualification; and all aspects of the HSC Content in the Nursing assistance in acute care focus area is covered (as outlined in Section 3.7 of the syllabus)
- for students enrolled in HLT33115 Certificate III in Health Services Assistance (Assisting in nursing work in acute care), RTOs must deliver HLTAIN001
- HSC elective units of competency (Section 2.5.3)
- added to the Framework – CHCPRP005 Engage with health professionals and the health system (15)
- work placement hours for HLT33115 Certificate III in Health Services Assistance is 80 hours

Updated learner transition date in Amendment to the Human Services Stage 6 syllabus for 2024 HSC

The Amendment to the Human Services Curriculum Framework Stage 6 Syllabus for 2024 HSC (PDF, 12 pages, 290 KB) document has been updated following the Australian Skills Quality Authority (ASQA) approving an extension to the extended learner transition period for CHC33015 Certificate III in Individual Support to 31 December 2024. This is for students undertaking the Human Services HSC exam in 2024 aligned to CHC33015 (Ageing), where training and assessment in the qualification has commenced prior to 31 July 2024 (Training products with current transition extensions).
Updated exam specifications for HSC VET exams

NESA has updated the HSC exam specifications for Human Services for the 2024 HSC exam.
Section II will include 4 to 6 short-answer questions and 10 to 12 items in total. Section III now structured extended response questions. Section IV now extended response question.
Refer to NESA 27/23 for updates to the HSC exam specifications for Human Services effective from the 2025 HSC exam.

Revised Stage 6 Human Services Curriculum Framework syllabus

NESA has revised the Human Services Curriculum Framework Stage 6 Syllabus following the release on training.gov.au of:
- Version 7 (23 November 2022), version 7.1 (1 December 2022), version 8 (8 December 2022), version 9 (14 December 2022), version 9.1 (31 December 2022), version 9.2 (1 March 2023) and version 9.3 (1 July 2023) of the CHC Community Services Training Package
- Version 8 (25 November 2022), version 9 (15 December 2022), version 9.1 (1 March 2023) and version 9.2 (1 July 2023) of the HLT Health Training Package.
The revised syllabus, associated documents and support materials based on CHCv9.3 and HLTv9.2 are now available. New course numbers are detailed in the syllabus. A summary of changes is listed below.
Implementation commences from 2024 with Year 11. The first HSC exam based on the revised syllabus will be in 2025.
Students who commenced a Human Services course in 2023 with an enrolment in HLT33115 Certificate III in Health Services Assistance and are completing the course in 2024, will continue the course as outlined in the ‘old’ Human Services syllabus (final year of delivery with Year 12, 2024). Students who want to undertake the 240-hour Human Services course in one year in 2024 with an enrolment in HLT33115 will also complete the course as outlined in the ‘old’ syllabus.
Further advice is available about:
- students intending to complete in 2024 the Human Services course(s) they commenced in 2023, and
- students who want to undertake the 240-hour Human Services course in one year in 2024, with an enrolment in Certificate III in Individual Support (Ageing) or Certificate III in Allied Health Assistance

Any student wanting to sit for the 2024 HSC exam must complete the 240-hour course or 360-hour course from the ‘old’ syllabus.

Amendment to the existing Stage 6 Human Services Curriculum Framework syllabus for 2024
(Official Notice NESA 26/23)
The Human Services Curriculum Framework Stage 6 Syllabus based on CHCv6.3 and HLTv7.1 and HLTv9.2 has been amended to allow:
- students completing in 2024 the Human Services 240 or 360 indicative hour course they commenced in 2023, and
- students who want to undertake the Human Services 240 indicative hours course in one year in 2024
to access units of competency and the CHC33021 Certificate III in Individual Support (Ageing) and HLT33021 Certificate III in Allied Health Assistance qualifications from the latest version of the CHC and HLT Training Packages. (CHCv9.3 and HLTv9.2 were released 1 July 2023 on training.gov.au.)
Registered training organisations (RTOs) are responsible for any gap training to meet the performance criteria and knowledge evidence requirements detailed in units of competency for qualifications based on CHCv9.3 or HLTv9.2.
The Amendment to the existing Stage 6 Human Services Curriculum Framework syllabus for 2024 must be read in conjunction with the Human Services Curriculum Framework based on CHCv6.3 and HLTv7.1 and HLTv9.2 (final year of delivery with Year 12, 2024).
Students completing the Human Services (240 indicative hours) or Human Services (360 indicative hours) course in 2024 through the Amendment, will be eligible to sit for the 2024 Human Services HSC examination and count the results from the examination towards their Australian Tertiary Admission Rank (ATAR).
Students continuing in 2024 with an enrolment in CHC33015 Certificate III in Individual Support (Ageing) or HLT33015 Certificate III in Allied Health Assistance, have the option to use the extended learner transition (ending 31 July 2024 for CHC33015 and 31 December 2024 for HLT33015) and continue the course as outlined in the ‘old’ (existing) Human Services Curriculum Framework based on CHCv6.3 and HLTv7.1 and HLTv9.2, or transition to the new qualification through the Amendment.
The 2024 HSC exam for Human Services will be based on the HSC Content (focus areas) from the ‘old’ (existing) syllabus.
Schools and colleges should consult with their school system and/or RTO regarding the Amendment and delivery of courses from the Human Services Curriculum Framework for all human services students in 2024.
Update to Stage 6 Human Services Curriculum Framework syllabus (final HSC 2024)

NESA has included 7 updated units of competency in the Human Services Curriculum Framework Stage 6 Syllabus (based on CHCv6.3 and HLTv7.1 and HLTv9.2).
There is no change to HSC Content for the 2024 exam.
The updated syllabus and status of units of competency for qualifications in the Framework are now available.
Effective immediately.

Update to Human Services Curriculum Framework Stage 6 Syllabus

NESA has updated the Human Services Curriculum Framework Syllabus following the release on training.gov.au of news items:
- Infection Control Units of Competency published 16 December 2022
- Infection Control HLTINF006 HLTINF007 – change to implementation date published 24 February 2023
and a change to HLT33115 Certificate III in Health Services Assistance (1 March 2023).
There is no change to HSC Content.
The updated syllabus based on CHCv6.3 and HLTv7.1 and HLTv9.1 is now available. A summary of changes is listed below.

Where alternatives are provided, registered training organisations (RTOs) should select the appropriate unit of competency for the qualification being delivered, and according to the advice on training.gov.au:
- HLT33115 Certificate III in Health Service Assistance (HLTv9.1) – select HLTINF006
- CHC33015 Certificate III in Individual Support (CHCv6.3) – select HLTINF001
- HLT33015 Certificate III in Allied Health Assistance (HLTv7.1) – select HLTINF001.
HLTINF001 and HLTINF006 are not equivalent and NESA’s indicative hours have been applied accordingly. RTOs are responsible for any gap training needed to meet the performance criteria and knowledge evidence requirements for the new unit of competency.
- Learner transition advice has been added to the HSC elective pool (Table 5) for the following superseded units of competency:
- CHCAGE002 Implement falls prevention strategies
- CHCAGE005 Provide support to people living with dementia
- CHCCCS011 Meet personal support needs
- CHCCCS013 Provide basic foot care
- CHCCCS015 Provide individualised support
- CHCPAL001 Deliver care services using a palliative approach
- HLTAHA018 Assist with planning and evaluating meals and menus to meet recommended dietary guidelines

Where the unit contributes to the qualification as an ‘imported’ unit (max 1/max 2), delivery and assessment must be completed by Friday 17 November 2023.
Refer to NESA’s Status of units of competency for qualifications in the Human Services Curriculum Framework, based on CHCv6.3 and HLTv7.1 and HLTv9.1, to identify the units of competency relevant to each qualification.
Schools and colleges should consult with their school system and/or RTO regarding this update and delivery of courses from the Human Services Curriculum Framework for all their human services students in 2023.
Update to Stage 6 Human Services Curriculum Framework syllabus

NESA has updated the Human Services Curriculum Framework syllabus for Year 11 2022, following the release of CHC Community Services Training Package version 6.2 (8 April 2022) and version 6.3 (28 April 2022), as well as HLT Health Training Package version 7.1 (8 April 2022) on training.gov.au.
There is no change to HSC content.
The updated syllabus based on CHCv6.3 and HLTv7.1 is now available. Effective immediately.
Updates include superseded units of competency considered ‘imported’ when meeting qualification packaging rules.

NESA has published support materials to assist RTOs to identify the superseded units of competency relevant to each qualification. These documents replace the individual qualification overviews previously published:
- Status of units of competency for qualifications in the Human Services Curriculum Framework, based on CHCv6.1 and HLTv7, and
- Status of units of competency for qualifications in the Human Services Curriculum Framework, based on CHCv6.3 and HLTv7.1.
Schools and colleges should consult with their school system and/or RTO regarding this advice and delivery of courses from the Human Services Curriculum Framework.

Amendment – Human Services Curriculum Framework Syllabus
(NESA News)
NESA has amended the Stage 6 Human Services Curriculum Framework syllabus following the release of new versions of the CHC Community Services Training Package and HLT Health Training Package on training.gov.au:
- CHCv3.1 (19 May 2020)
- CHCv3.2 (7 July 2020)
- This release included a change to the qualification packaging rules for CHC33015 Certificate III in Individual Support (Ageing), with elective units of competency organised under and additional group — Group D — to address skills required in the Aged Care sector.
- CHCv3.3 (8 September 2020)
- This release included a change to the qualification packaging rules for CHC33015 Certificate III in Individual Support, with the addition of HLTINF001 Comply with infection prevention and control policies and procedures to the Ageing and Disability specialisations. (HLTINF001 was already an associated mandatory unit of competency for the 240-hour and 360-hour courses.)
- HLTv4.2 (12 May 2020)
- HLTv4.3 (16 October 2020)
- HLTv5.0 (24 December 2020).
No impact on HSC courses and their requirements. No changes to HSC Content.
The cover page of the syllabus now references CHCv3.3 and HLTv5.0, and qualification overview documents have been amended accordingly.
Revisions to suggested time allocation in some HSC VET exams
(NESA News)
NESA has revised the suggested allocated time for sections of some HSC VET exams from 2020. This will improve consistency of advice across the suite of VET exams.
The suggested allocation of time for each section in the Human Services HSC exam from 2020 is as follows:
- Section 1 — objective response questions (15 marks) — allow about 20 minutes
- Section 2 — short answer questions (30 marks) — allow about 45 minutes
- Section 3 — extended response question (15 marks) — allow about 25 minutes
- Section 4 — structured extended response question, based on stream (20 marks) — allow about 30 minutes.
Amendment – Human Services Curriculum Framework Syllabus

NESA has amended the Stage 6 Human Services Curriculum Framework syllabus following the release of version 4.1 of the HLT Health Training Package.
No impact on HSC courses and their requirements. No changes to HSC Content.
The cover page of the syllabus and qualification overview documents now reference the latest version of the Training Package, and within the documents NESA has replaced BOSTES and hyperlinks have been updated.
SafeWork NSW: Health and safety regulator — HSC VET courses
(Official notice NESA 11/17)
VET teachers/trainers would be aware that since 1 September 2015 the functions of WorkCover NSW have been replaced by three new organisations — SafeWork NSW, SIRA (State Insurance Regulation Authority) and icare (Insurance and Care NSW).
This change is reflected in the VET Curriculum Framework syllabuses updated/revised last year for the cohort commencing 2017.
For the remainder of the Frameworks, any reference to WorkCover NSW is replaced by SafeWork NSW. The HSC Content/HSC requirements and Advice should be amended on the following pages:
- Human Services (CHCv3 and HLTv3.1) p32.
This change is effective immediately, including for the 2017 HSC exams and beyond.
Revised Stage 6 Human Services Curriculum Framework Syllabus
(Official notice BOSTES 05/16)
Following the release of the new national CHC Community Services Training Package and HLT Health Training Package, BOSTES has revised the Stage 6 Human Services Curriculum Framework syllabus. The revised syllabus, based on CHCv3 and HLTv3, is now available.
Implementation commences in 2016. The syllabus and a range of associated documents are available on the BOSTES website.
Students who commenced a Human Services course in 2015 and are completing the course in 2016 will continue the courses as outlined in the 'old' Human Services syllabus based on CHC08v4.2 and HLT07v5.1. The 2016 HSC examination for Human Services will be based on this syllabus.
2016 Year 12 students who want to undertake the 240-hour Human Services course in the one year need to be aware that they will be completing the course from the Human Services syllabus based on the new CHC and HLT Training Packages and will not be eligible to sit the 2016 Human Services HSC examination.
The first Human Services examination based on the revised syllabus will be conducted in 2017.
