NSW Anti-Bullying Framework
The NSW Anti-Bullying Framework helps schools align their policies and procedures with actions that are backed by evidence.
About the Framework
The Framework sets out a consistent, evidence-based approach to reducing harm from bullying in all NSW schools, in response to the Premier’s November 2024 commitment to develop a cross-sectoral approach to address bullying in NSW schools.
The Framework identifies four components that underpin effective anti-bullying policies in schools: Preventing, Responding, Partnering and Implementing.

From 2027, every school in NSW will be required to have policies and procedures in line with the Framework. Schools will be required to publish their anti-bullying policy on their website.
In 2026, NESA will provide more information to schools regarding how to review and align their existing policies with the Framework.
The development of the Framework was led by Emeritus Professor Donna Cross OAM, who is an internationally renowned expert in children’s and adolescents’ wellbeing. Focusing on mental health and social-emotional wellbeing, Professor Cross worked in collaboration with each of the school sectors in NSW.
The NSW Anti-Bullying Framework is the result of 12 months of research, a sweeping review of global, national and NSW evidence and targeted consultation with NSW schools and families.
