Program objective
The program provides funding to enable local councils to prepare coastal management programs (CMPs) and implement actions outlined in certified CMPs and coastal zone emergency action subplans (CZEAS), enhancing the management of coastal and estuarine environments. It supports local councils in managing the coastal environment of New South Wales in a manner consistent with the principles of ecologically sustainable development for the cultural, social and economic wellbeing of the people of the state.
Funding is available across 3 stream categories:
- Planning
- Implementation
- Emergency works as identified in a CZEAS.

This program is funded and administered by Department of Climate Change, Energy, the Environment and Water.
Eligibility
The following organisations are eligible to apply:
- local councils
- county councils
- joint organisations (established under an Act of Parliament)
- incorporated regional organisations of councils (ROCs).
When multiple councils work together within the same coastal sediment compartment or estuary to prepare or implement a CMP, one council, joint organisation or ROC from within the area must apply for funding and act as the lead agency. The lead agency is responsible for entering into the funding agreement, managing monies and reporting on the project.
Public land managers (such as a Crown reserve trust or a location-specific NSW Government authority) may apply in partnership, provided the council or other eligible organisation acts as the lead agency and assumes overall responsibility for administering the grant.
Types of projects funded under this grant
Project scope
Funding is available for:
- cost-effective projects that align with the program guidelines and objectives
- projects based on actions identified in a certified CMP, where those actions have not been tendered or commenced.
Internal resources
Staffing resources may be eligible where it can be demonstrated that:
- the staff member or team possesses relevant skills, experience and qualifications and capacity to deliver the proposed work
- their role within the project is not the result of cost shifting from other responsibilities
- the approach supports the best project outcomes, including cost-effectiveness (detailed costings, and a clear explanation of why the approach is preferred to alternative arrangements must be provided).
If staffing resources are approved, reporting requirements will include a clear and detailed report outlining staff costs and hours expended for each milestone to verify eligible expenditure.
Amenity works, supporting a broader project
Amenity works in Streams 2 to 5 (excluding 2b), where they form part of a holistic coastal management project and result in improved:
- public access to the coastal location, including paths and facilities for multi-user access
- natural biodiversity and visual aesthetics linked to the works.
Actions outside of the mapped coastal zone
Actions outside of the mapped coastal zone may be eligible if a clear and significant benefit to the coastal zone or estuary health can be demonstrated.
Monitoring to support future actions
Monitoring conducted for less than 3 years to evaluate the effectiveness of an implemented measure or to support the identification of potential future actions at a specific location.
What can’t you apply for
Project scope
Funding is not available for:
- retrospective projects (including individual activities) are not eligible for funding. This includes projects that are already underway, subject to an existing contractual commitment, have been tendered, or have been completed
- projects that are funded or being considered or funding as part of a natural disaster relief declaration
projects that do not demonstrate cost‑effectiveness or lack a clear link to long‑term coastal management planning.
Actions not identified in a certified CMP or CZEAS, except for:
- exempt activities
- Stream 2b (coastal vulnerability area mapping).
Financial
Financial and funding restrictions include:
- goods and services tax (GST) – project costs must exclude GST
- budget contingencies and provisional items – project costs should be listed as accurately as possible
- financial co-contributions funded through other NSW or Commonwealth programs, or voluntary contributions from other sources, are not eligible.
Administrative and internal management costs
Funding is not available for:
- project management costs, unless the application relates to an eligible partnership project
- all internal costs (including on costs) associated with the core activities of the applicant, unless otherwise approved by the department. An applicant’s core activities include:
- preparing study briefs
- reviewing proposals and tenders
- researching and copying records
- attending meetings
- administering the contract and grant
- accounting costs
- costs associated with staff time for engagement with the public and government agencies, including the education of residents through mailouts.
Maintenance and amenity
Funding is not available for:
- ongoing or routine maintenance of completed projects or existing infrastructure. This includes preventative or corrective maintenance. Note: Funding may only be considered for the replacement or upgrade of existing protection structures identified as a priority action in a certified CMP
- amenity works that:
- do not deliver an overall environmental benefit
- are not directly connected to the project area.
This includes car parking, barbecue facilities, shelters, amenity sheds, showers, toilets, sea pools, and works associated with surf lifesaving clubs and vegetation reduction or clearing, where the primary purpose is amenity and visual improvement.
Monitoring and location
Funding is not available for:
- monitoring projects that run for more than 3 years, including continued or repeat monitoring at the same location
- foreshore protection structures within estuaries that delineate, or are constructed along, a private boundary
- portions of protection structures deemed to be for private asset protection or private benefit
- catchment area actions outside the mapped coastal zone that do not support delivery of a certified CMP, do not provide significant benefit to the coastal zone, or are not a critical factor in estuary health
- sites with existing biobanking agreements, or works to prepare a site to be eligible for biobanking.
Promotional items
Program funding is focused on project delivery and does not support the purchase of promotional giveaway items or prizes for community engagement events (such as pens, magnets, keyrings, tote bags, plants, gift cards or similar items).
Example projects
Some examples of the types of projects that may be funded under this stream are:
- actions to reduce immediate risk from coastal hazards
- actions to reduce immediate risk to public assets
- emergency actions or activities to be carried out by a public authority under the CZEAS
- emergency actions or activities to ensure public safety and prevent risks to human life
- projects to prioritise and plan actions that support the continued functionality of essential infrastructure during and immediately after a coastal hazard emergency.

How to apply
The program is administered through an online Grant Management System (GMS), which manages grants across all stages, from application through to acquittal. To apply for funding under this program, applications must be submitted through the GMS at gms.environment.nsw.gov.au
First-time users will need to register, create an account, and set-up an organisation profile. Registration is free. The process is straightforward.
Multiple projects cannot be included within a single application. A separate application must be submitted for each project.
Where multiple applications are submitted, the applicant must identify the relative priority of each application to support the project evaluation process.
Note: Lodging an application for financial assistance does not guarantee that an offer of funding will be made.
Steps to apply
Step 1
Read these program guidelines and review the Coastal and Estuary Grants webpage (refer to the ‘More information and resources’ section for relevant links).
Step 2
Check eligibility:
- Is your organisation eligible to apply?
- Are your project and proposed activities appropriate for this program?
- Is a CMP or CZEAS required for your project to be eligible?
Step 3
Identify the funding stream applicable to your project. If you are unsure, please contact your departmental regional technical specialist (see ‘Contacts for assistance’ section).
Review the conditions of the relevant funding stream to inform preparation of your grant application.
Step 4
Prepare your application in the GMS, completing all relevant sections of the online form, including a detailed project work plan and supporting documentation. Changes can be made to an application at any time prior to submission. The GMS allows applicants to share their application with nominated contacts, including the relevant departmental regional technical specialist for guidance.
Project timeframes and commencement requirements
Projects cannot commence earlier than 1 February 2027 and must commence by 6 October 2027.
The department receives an annual funding allocation for the program, with limited capacity to carry funds forward into future financial years. Accordingly, projects must be completed within 3 years of commencement. The GMS will not allow applications for projects exceeding this timeframe.
Where a project involves implementing an action that is likely to extend beyond 3 years, applicants are encouraged to consider staging the project.
Project work plan requirements
The work plan must provide sufficient clarity and detail to enable an appropriate assessment of the proposed project and the requested funding amount.
Please ensure the work plan captures all proposed activities for each milestone, clearly demonstrating project delivery from commencement through to completion.
When multiple actions are included in a single activity, ensure the budget description provides sufficient detail to clearly explain each action and its associated costs.
Please do not include:
- Project planning and initiation milestone: a dedicated milestone is not required for activities such as reviewing tender submissions, engaging consultants, or other internal administrative processes.
- Grant acquittal milestone: the GMS will automatically generate an acquittal milestone upon a successful application. Please ensure the final milestone reflects the completion and finalisation of all project works.
Step 5
Submit your application, including all required supporting documentation. This may include:
- extracts of relevant actions from a CMP or CZEAS
- support letters from relevant stakeholders or community partners
- detailed designs for the proposed works
- site maps.
Please note that applications that are incomplete, submitted after the closing date (see Table 1), or lodged by any means other than the GMS will not be accepted.
- applicants should not make financial commitments based on this program until the department confirms their application is successful and the funding deed is signed and executed
- all applicants will be notified in writing before any public announcement of awarded grants.

After the application is submitted
Successful applications will be decided by: The appropriate department delegate.
Successful applications will be decided through assessment by NSW DCCEEW technical specialists and an independent panel, which includes expert and stakeholder representation, and will assess and prioritise applications on a statewide basis. Projects recommended for funding are provided for consideration and approval by the appropriate department delegate.
Applications will be checked to confirm eligibility and completeness. Ineligible, late or incomplete applications are determined ineligible for funding.
Details of successful applications will be placed on the department’s website. All applicants will be notified in writing of the outcome of their application.
