Program objective
The purpose of the RAMHP is to ensure people living in rural and remote communities in NSW have the best possible opportunity to access mental health and associated support services.
This program is funded and administered by NSW Health.
Eligibility
To be eligible to apply, organisations must be able to meet the following:
- be an incorporated company (an incorporated company is anything other than a sole trader or partnership)
- proposals from consortia will be accepted but, if successful, contracts will be with a single lead supplier. The lead supplier will be responsible for managing internal relationships and performance within the consortium.
- have a registered Australian Business Number (ABN).
- have proposed operations located in regional NSW.
- have a minimum of three (3) years’ trading history at the time of application.
- be solvent and not under external administration.
- be able to meet the requirements of the Grant Deed Standard Conditions.
- be able to clearly demonstrate their understanding of the issues specific to rural and remote communities in relation to mental health.
- be able to clearly demonstrate their experience in managing and coordinating projects in a regional/rural context.
- be able to clearly demonstrate their experience and ability in developing innovative service delivery models.
- submit their applications via the requirements of the Submission Details sections.
Who can apply
Submissions are invited from applicants who meet the eligibility criteria to provide coordination and management for the Rural Adversity Mental Health Program (RAMHP). Eligible submissions will be accepted from external parties.
Who can’t apply
Local Health Districts are not eligible to apply.

To be eligible for evaluation, applicants must complete all sections of the Application Response Forms including:
- Respondent Particulars.
- Their compliance to all aspects of the Eligibility Criteria and the Grant Deed Standard Conditions.
- How they will, if successful with the grant, achieve the Key Outcomes.
- How they will, if successful with the grant, ensure the Target Groups will be prioritized.
- How they will, if successful with the grant, implement actions to ensure collaboration with the Key Relationships.
- Response to the Reporting and Grant Management requirements.
- How they address all specific sections contained within the response forms.
- Providing a budget plan detailing how, if successful with the grant, the funding will be allocated to achieve all objectives.
In applying, the applicant has examined carefully and has acquired actual knowledge of the contents of the Grant Documents and the other information made available in writing by the Branch for the purpose of applying.
By applying, the applicant confirms the information supplied by it in the Applicant Response Forms is accurate and correct as of the Closing Time of the submission. The applicant has examined all information available and satisfied itself of its capability and capacity to deliver the services and requirements in accordance with the conditions of the grant.

Program evaluation
Applications will be evaluated by a panel comprising senior managers of NSW Health and the NSW Ministry of Health and an independent representative and be based on the completion and detail of the Application Response Forms (Financial and Non-Financial responses).
An Evaluation Plan has been developed which includes percentage weightings for each scored component on the Applicant Response Forms.
The Evaluation Panel will assess each component within the submissions in accordance with the following evaluation criteria:
- quality of information
- level of innovation (where applicable)
- anticipated benefit / improvement
After consensus scoring has been achieved by the Evaluation Panel, the % weightings shall be applied to the total score for each scored component.

The Evaluation Panel may, at its own discretion, select more than one applicant to go through to a second round of evaluations should it deem this necessary in the event more than one submission warrants further assessment.
In this instance, selected applicants may be requested to meet with the Evaluation Panel to further discuss their application. The evaluation scores may be amended depending on the outcome of the further assessment.
The Evaluation Committee can, at their absolute discretion, seek further information from an applicant, referee or current service partner such as a rural District.
After all evaluations are completed, the successful applicant shall be the one with the highest overall weighted score and an Evaluation Report shall be prepared by the panel for review.
The Evaluation Report will be considered by a Steering Committee comprising of senior leaders representing Districts and the Ministry of Health. The Steering Committee may, at their absolute discretion, request further information from the Evaluation Panel. At the conclusion of the review by the Steering Committee, a recommendation to the delegated NSW Health approver may be made to award the grant to the successful applicant.
Both the Evaluation Panel and the Steering Committee will be facilitated by a representative from O’Connor, Marsden and Associates who have been engaged by the Branch to provide independent procurement advice and support.
