Program objective
The Mental Health Program Grants are funded through NSW Health, which is committed to partnering with the non-government sector to deliver community-based mental health services that support the health and wellbeing of the public, especially vulnerable or hard to reach populations.
This program is funded and administered by NSW Health.
Eligibility
To be eligible to apply, organisations must be able to meet the following:
- be an incorporated company (an incorporated company is anything other than a sole trader or partnership)
- have a registered Australian Business Number (ABN)
- have proposed operations located in regional NSW
- have a minimum of 3 years’ trading history at the time of application
- be solvent and not under external administration
- be able to meet the requirements of the Grant Deed Standard Conditions
- be able to clearly demonstrate their understanding of the issues specific to rural and remote communities in relation to mental health
- be able to clearly demonstrate their experience in research, education and service development with rural and remote communities in mental health
- be able to clearly demonstrate their experience and ability in developing innovative service delivery models
- submit their applications via the requirements of the Submission Details sections.
Who can apply
- Incorporated company (an incorporated company is anything other than a sole trader or partnership)
- Proposals from consortia will be accepted but, if successful, contracts will be with a single lead supplier. The lead supplier will be responsible for managing internal relationships and performance within the consortium.
Who can’t apply
Applications submitted for the Partnership that do not meet the eligibility criteria or the Contract Standard Terms and Conditions may not be considered.

What your application needs to include
To be eligible for evaluation, applicants must complete all sections of the Application Response Forms including:
- Respondent Particulars
- Their compliance to all aspects of the Eligibility Criteria and the Grant Deed Standard Conditions
- How they will, if successful with the grant, achieve the Key Outcomes
- How they will, if successful with the grant, achieve the Key Research Priorities
- How they will, if successful with the grant, ensure the Target Groups will be prioritized
- How they will, if successful with the grant, implement actions to ensure collaboration with the Key Relationships
- Response to the Reporting and Grant Management requirements
- How they address all specific sections contained within the response forms
- Providing a budget plan detailing how, if successful with the grant, the funding will be allocated to achieve all objectives.
In applying, the applicant has carefully examined and acquired actual knowledge of the contents of the Grant Documents and the other information made available in writing by the Branch for the purpose of applying.

Program evaluation
Applications will be evaluated by a panel comprising senior managers of NSW Health and the NSW Ministry of Health and an independent representative and be based on the completion and detail of the Application Response Forms (Financial and Non-Financial responses).
An Evaluation Plan has been developed which includes % weightings for each scored component on the Applicant Response Forms.
The Evaluation Panel will assess each component within the submissions in accordance with the following evaluation criteria:
- quality of Information
- level of Innovation (where applicable)
- anticipated benefit / improvement.
After consensus scoring has been achieved by the Evaluation Panel, the % weightings shall be applied to the total score for each scored component.

The Evaluation Panel may, at its own discretion, select more than one applicant to go through to a second round of evaluations should it deem this necessary in the event that more than one submission warrants further assessment.
In this instance, selected applicants may be requested to meet with the Evaluation Panel to further discuss their application.
The evaluation scores may be amended depending on the outcome of the further assessment.
The Evaluation Committee can, at their absolute discretion, seek further information from an applicant, referee or current service partner such as a rural District.
After all evaluations are completed, the successful applicant shall be the one with the highest overall weighted score and an Evaluation Report shall be prepared by the panel for review.
The Evaluation Report will be considered by a Steering Committee comprising of senior leaders representing Districts and the Ministry of Health.
The Steering Committee may, at their absolute discretion, request further information from the Evaluation Panel.
At the conclusion of the review by the Steering Committee, a recommendation to the delegated NSW Health approver may be made to award the grant to the successful applicant.
Both the Evaluation Panel and the Steering Committee will be facilitated by a representative from O’Connor, Marsden and Associates who have been engaged by the Branch to provide independent procurement advice and support.
