Program objective
The Specialist Retirement Village Education and Support Resource Provider Grant (specialist provider grant) is a component of the Aged Care Supported Accommodation Program (ACSAP).
The grant will fund 1 specialist provider to deliver targeted community education, support and specialist resources to residents or prospective residents of retirement villages.
About ACSAP
The objective of the program is to ensure older people living in, or intending to live in, supported accommodation can understand and exercise their rights by providing access to free, independent information, advice, advocacy and education.
The program aims to protect older residents from unfair, unsafe or unlawful practices by offering a trusted, accessible pathway to raise concerns, resolve disputes and navigate complex accommodation arrangements. ACSAP assists older people to understand their legal rights and responsibilities under relevant legislation and supports them to take informed action to protect their housing, safety, wellbeing and financial security.
The Grant Program comprises a total of $1.7 million in funding each financial year (for 5 years), with funding split between the following two components:
- statewide provider grant: $1.4 million
- specialist provider grant: $300,000.

Eligibility
Who can apply
The specialist provider must:
- be an incorporated, community based not-for-profit organisation or registered charity, based in NSW
- deliver all education and resource outputs free of charge and publicly accessible (for example as web content without paywalls)
- have systems to produce, publish and maintain accessible education resources, including online video, digital content and printable materials.
Who can’t apply
The following people and organisations are not eligible:
- individuals or groups of individuals
- unincorporated organisations
- organisations that may realise a commercial gain from the project
- organisations not based in NSW.

The specialist provider focuses on:
- resource development
- education
- outreach specific to retirement villages.

You must submit your application including all required documents by 5:00 pm, 29 May 2026. Applications submitted after this date will not be accepted.
After the application is submitted
Successful applications will be decided by: NSW Fair Trading and the Minister for Better Regulation and Fair Trading.
Grant applications are assessed using a two-stage process – assessment stage and decision-making stage. This ensures fairness, consistency and alignment with the Grant Administration Guide.
Assessment
Applications are reviewed to ensure they:
- meet the eligibility criteria
- include all required documents
- include sufficient detail and supporting information to enable assessment.
Applications that meet these criteria are then reviewed by the Grants Assessment Committee who consider and make recommendation to the decision maker. This stage involves:
- assessment against the assessment criteria in the program guidelines
- comparative assessment against other eligible applicants
- consideration of program priorities, available funding and overall merit
- final funding recommendations.
Only applications that meet the minimum requirements at this stage will progress to the decision making stage.
Decision making
This stage involves a recommendation to, and approval by, the Minister.
Notifying applicants
Following the approval by the Minister, NSW Fair Trading will contact successful and unsuccessful applicants in writing.
