Breeding dogs and cats in NSW
The Department of Primary Industries is seeking feedback on how we regulate cat and dog breeders in NSW.

What’s this about?
Community feedback is sought on regulations for dog and cat breeders. This is in response to increased reports of puppy factory activity driven by an unprecedented demand for pets during the COVID-19 pandemic.
The Consultation Paper:
- proposes to introduce a dog breeder licensing scheme to provide additional oversight of larger-scale breeders.
- seeks feedback on which dog breeders should be required to obtain a licence.
- sets out key principles to inform the development of the licensing scheme – that it should be easy to understand, that costs should be proportionate, and that it should minimise unintended consequences.
The paper also seeks feedback on whether the current requirements of the Breeding Code should continue to apply, or whether change is needed.
